About this file

This document is an engineering change request (ECR) proposing a deviation to the adhesion test requirement in MIL-PRF-32432A. The ECR seeks to change the requirement for the test tape used from an adhesion rating of 40 ounces per 2.5 centimeters of width to 45 ounces per 1 inch of width. This 12.5% increase in the strength requirement for the tape is necessary because the current supplier of 40 ounce tape has discontinued that product and test laboratories are unable to find an acceptable alternative. The deviation is approved by PM SPE until MIL-PRF-32432 Rev B is released in September 2021, allowing test labs to accurately test to the new requirement while establishing a more robust standard.

The related federal contract opportunity is a pre-solicitation for the Authorized Protective Eyewear List managed by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The opportunity appears to relate to the products tested to the standard addressed in the engineering change request.

Document deviation from Paragraph 4.13.4 Adhesion of MIL-PRF-32432A requirement to use test tape with an adhesion rating of 40 ounces per 1 inch of width.

Test labs have reported a scarcity of tape that can meet the 40oz requirement and the last known source of tape has been discontinued.

Change the requirement of MIL-PRF-32432A, 4.13.4 to read: "A test tape, with an adhesion rating of 45 ounces per 1 inch of width, shall be firmly applied to the front surface of the lens and the back surface of the lens."

MIL-PRF-32432A Adhesion Test Update

In accordance with paragraph 4.13.4. of MIL-PRF-32432A; A test tape, with an adhesion rating of 40 ounces per 2.5 centimeters of width, shall be firmly applied to the front surface of the lens and the back surface of the lens.

Historically third party test laboratories have reported a difficulty finding a tape that meets the 40oz requirement. Labs found that Grainger made a paper masking tape that met the requirement. Recently Grainger has discontinued their 40oz tape and the current supply that the labs have is expiring. Labs reported not being able to find another supplier for 40oz tape, however Grainger recommended the closest substitute product to be 45 ounces per 1 inch rated tape, an 12.5% strength requirement increase.

1 inch tape versus 2.5 centimeter tape has a width difference of 0.04cm or a 1.57% increase in width. We determined that this width difference is negligible.

Upon surveying vendors currently on the APEL, none have reported any issues with the update to the tape rating. Most vendors reported testing with a higher rated tape during in-house testing.

PM SPE approves the deviation to MIL-PRF-32432 Rev A until the requirement is updated in MIL-PRF-32432 Rev B to be released September 2021. This allows test labs to accurately test to the new requirement while also providing a more robust requirement.
