Question:

1) Please clarify the scope of SCE demolition required to be performed by the contractor.

T1.0 indicates to “demolish the existing 66kv outdoor substation including all ancillaries and the 12kv switchgear inside the co-generation plant”.

Drawing E1.1 indicates the 66/12 kv to be demolished by Southern California Edison (SCE) but refers to E4.0, detail 6, which indicates ‘Contractor's Responsibility to Dispose of all equipment upon approval of the SCE’ but also indicates “66kv substation to be demolished by Southern California Edison (SCE)”.

Please to clarify exactly what will SCE remove and what does the contractor need dispose of.

Will SCE remove transformers, breakers, switches, control cabinets, batteries, power & control cables, steel structures, fence, rock, substructures and foundations at the substation as well as all work required to remove 66kv pole line?

Is the contractor required to dispose of the above SCE items? If so, then additional information is required including details of items to be disposed of by contractor.

E4.0 -Detail 6 states “contractor shall secure from SCE dissolution of easement”. The contractor has no control over this as it is between the State and SCE.

2) Demolition inside the cogeneration plant.

Is any demolition inside the plant required to be performed by the contractor other than removal of and disposal of the following:

3750kva transformer ‘TRA’ with transformer pad, 12kv switchgear along with associated battery and charger.

MV wiring as shown on E3.0 between the 12kV switchgear and the transformer and generators?

If control wing is to be removed by the contractor, then please provide cable schedule with a listing of wiring to be removed by the contractor.

Please provide a detail of the existing transformers pad – how deep is it?

3) Will the MV wiring between the SCE substation and the 12kv switchgear be removed by SCE or the contractor?

4) Is disposal of any hazardous waste required?

Transformer ‘TRA’ indicates ‘Non-PCB’ , certified less than 50ppm per 40CFR which is the Federal limit. The limit for California is substantially lower. Is all equipment certified to be free of any contamination.

5) Is there any other oil filled equipment or other hazardous waste to be removed by the contractor.

6) Temporary power will be required for cutovers to the new service.

What is the current maximum demand load for the 4.16kv MCC-A?

What is the current maximum demand load for the existing 4.16kv distribution switchgear?

7) The scale indicated on drawings T4.0, E1.1 and E1.3 “1”=150’” does not appear to be correct when compared to drawing E1.2.. Please confirm or correct?

8) There is a temporary boiler on the roadway which will interfere with the location shown for the new duct bank shown on E1.3. Can this duct bank be relocated to the South to avoid this temporary boiler and any impact upon boiler?

9) Are there any fees from SCE that the contractor needs to include the the bid?

RFBI#4 Response:

1. Refer to Addendum #1 for descoping of 66kV Substation.

2. That’s correct, the 3,750kVA Transformer “A, 12kV Switchgear and associated battery and battery charger are the equipment to be demolished. The Generators will remain place. That’s correct, MV cable between the 12kV Switchgear and Transformer “A” and Generators will be demolished.

There is no available record for control conductors between Switchgears and field equipment.

See attached structural as-built 120-D06 for the depth of Transformer “A” pad.

3. The MV cable will be removed by the Contractor.

4. There is no record of equipment that are contaminated or free of contamination.

Provide a line-item cost for disposal of hazardous waste.

5. An oil filled circuit breaker manufactured in 1957 stored in the old switchgear to be demolish should be disposed.

6. There is no record of power consumption of MCC-A. However, the spare circuit breaker of the new electrical service can be used as temporary power supply as an option for temporary power.

The maximum demand of 4.16kV Switchgears is 1,814kW at 73% power factor in September, 2022.

7. Refer to Addendum #1.

8. Yes, it can be relocated to avoid the temporary boiler.

9. No, any added cost for SCE will be paid by DGS.

Very truly yours, J.C. CHANG & ASSOCIATES, INC.

Hector Lacsa, PE Electrical Engineer
