About this file

This is Addendum #1 to Request for Bids (RFB) 953500-01 issued by the Iowa Department of Administrative Services for the WRC Linden Court Bay Window Replacement project. The addendum modifies the original bidding documents dated July 17, 2026, and must be acknowledged in the IMPACS Electronic Procurement System to avoid bidder disqualification. The project involves replacing bay windows at Linden Court Buildings A, B, C, and D at the Woodward Resource Center in Woodward, Iowa. Questions regarding the project must be submitted by August 12, 2026 at 10:00 a.m., with bids due August 20, 2026 at 2:00 p.m. An optional pre-bid meeting was held on August 5, 2026, with an attendance sign-in sheet included as an attachment. The construction period is anticipated to run from September 21, 2026 through July 30, 2027.

Key clarifications provided in the addendum address critical construction and safety concerns. The windows are not load bearing, as steel columns provide support per the drawings. Existing mesh screens on some windows must be removed and disposed of during window abatement by a designated abatement contractor. Ceiling protection requirements vary by building: new ceilings installed before construction begins require protection only until asbestos plaster abatement is completed, while existing plaster ceilings in other spaces containing asbestos must be cleaned by an abatement contractor before any disturbance, potentially requiring a negotiated change order. Additionally, PREA (Preventing Runaway Escalation Act) training is required for all contractors on this project, with video training and acknowledgment sign-in sheets to be distributed prior to work commencement.

QUESTIONS AND ANSWERS FROM PRE-BID MEETING

Q1. Are the windows load bearing?

A1. No there are steel columns in the openings for support per the drawings.

Q2. There is a mesh screen on the outside of some of the windows. Does that need to be re-installed?

A2. No please reference notes 1 and 2 in the keynotes as that will need to be removed and disposed during window abatement by BP #01 – Abatement.

Q3. Do the ceilings need to be protected during construction?

A3. Yes, ceilings need to be protected. The existing plaster ceiling above the dropped ceiling contains asbestos and the ceiling tiles and grid must be cleaned by an abatement contractor prior to being disturbed until the plaster ceiling has been abated. New ceilings will be installed in 1 building before construction begins and those will need to be protected, but the plaster abatement will have already been done so no other precautions will be needed. The ceiling tile and grid will be demolished in 1 building during construction, so no precautions are needed as the plaster will have already been abated.

There will still be existing plaster ceilings and ceiling tile and grid in the space in 2 buildings. The contractors should avoid disturbing the ceiling tiles and grid if at all possible in these spaces. If the ceiling tile needs to be removed, the ceiling tile and grid will need to be cleaned by an abatement contractor prior to any disturbance.

To accomplish this, the abatement contractor will need to demarcate the area and have a small negative air machine running while the ceiling tiles are picked up and vacuumed off to ensure no dirt or dust migrate out of this area. This would work be negotiated as a change order if it is needed.

Q4. Is PREA training required for this project?

A4. Yes, this will be required and a video link will be sent out along with a sign-in sheet to acknowledge the contractor watched and understood the video.
