About this file

This addendum document issued by the Iowa Department of Administrative Services pertains to Request for Bid (RFB) 952200-01 for the replacement of dietary and laundry hot water storage tanks at Newton Correctional Facility in Newton, Iowa. Addendum #01, dated September 29, 2026, revises the original bidding and contract documents issued September 9, 2026, and supersedes conflicting provisions. The project scope includes removal and replacement of existing domestic hot water storage tanks and expansion tanks, installation of additional expansion tanks, temporary removal and reinstallation of louver and outdoor air intake plenum, revisions to plumbing piping, and related work. The addendum provides clarifications on revised plumbing plan sheets M1-22 and M6-11, specifying revised tank expansion tanks and the retention of the existing circulation pump between tanks and boilers until the boiler replacement project. Bidders are required to acknowledge receipt of the addendum on the bid form, with failure to do so potentially resulting in disqualification. A pre-bid meeting was held on September 22, 2026, at 11:00 a.m. with representatives from I&S Group Inc., Newton Correctional Facility, Samuels Group Inc., and the State of Iowa Department of Administrative Services. Bids were due October 6, 2026, by 2:00 p.m., with the bid opening scheduled for 3:00 p.m. the same day via conference call. Questions and substitution requests were due in writing by September 24, 2026, by 2:00 p.m.

The specifications identify approved manufacturers for domestic hot water storage tanks, including Laars, Lochinvar, Niles, PVI, and American Wheatley, with American Wheatley approved as a substitution. Expansion tank manufacturers include Amtrol Inc., Bell & Gossett, Taco Inc., and American Wheatley. Storage tanks must comply with ASME standards for pressure vessels, feature welded steel construction rated at 125 psig working pressure, include glass lining with 20 mil thickness, and be furnished with aquastat, drain valve, pressure-temperature relief valve, and magnesium anodes. Expansion tanks must be welded steel with ASME certification, rated at 125 psig, supplied with flexible rubber bladders that are removable and replaceable, pressure gauges, air-charging fittings, and precharge to 40 psig. The project requires a 10-year manufacturer warranty on water storage tanks, registered in the owner's name. Bid security of 5 percent of the total bid amount is required, and apparent low bidders must submit subcontractor and supplier lists within 48 hours of bid opening. Construction is scheduled from April 5 to April 30, 2027, with submittal periods from October 23 to November 25, 2026. Site work requires onsite supervision by the prime contractor, daily logs, background checks for all workers, work hours limited to 7:00 a.m. to 3:00 p.m. Monday through Friday, and compliance with facility rules including no smoking or vaping. The project includes accommodation for lifting an owner-furnished transformer weighing 3,960 pounds into the mechanical room using crane services.
