RFB931700-01 Addendum #1 Summary

This is an Addendum #1 document issued by the State of Iowa Department of Administrative Services for the replacement of 25 interlocking doors at the Mount Pleasant Correctional Facility (MPCF) located at 1200 East Washington Street, Mount Pleasant, Iowa. The project encompasses replacement of doors across multiple buildings including the Northcore Building, 10 Cell area, Master Controls, Corridor Doors, Fire Exit Doors, Powerhouse, and Appliance Shop. The base bid includes all material, labor, and equipment associated with the work shown in the contract documents, excluding abatement and demolition of Powerhouse and Appliance Shop doors to be completed by the owner, with a $6,000 allowance for controls coordination and troubleshooting. A pre-bid meeting was held on November 7, 2023 at 11:00 AM at MPCF with both in-person and virtual attendance options. Bids were due November 30, 2023 at 2:00 PM, with bid opening scheduled for November 30, 2023 at 3:00 PM via conference call. The construction phase is scheduled for May 2024 through October 2024, with submittals due between December 2023 and February 2024 and closeout in October 2024. The addendum clarifies work hours as 6:00 AM to 4:00 PM, Monday through Thursday or Tuesday through Friday, with special 6:00 PM to 4:00 AM hours required for two of the three turnkey slider doors.

The construction budget is $777,400. Bid security of 5% of the total bid amount is required, and the apparent low bidder must submit a subcontractor and supplier list within 48 hours of bid opening. All bidders must comply with the modified ConsensusDocs 802 contract template, provide project-specific certificates of insurance and performance and payment bonds prior to contract execution, and register with the IMPACS Electronic Procurement System to submit bids. On-site supervision by the prime contractor is required at all times, and all personnel must pass background checks valid for two years and complete annual PREA training. Questions and substitution requests were due in writing by November 15, 2023 at 12:00 PM. The addendum includes updated drawings (Sheet A-5 Door Schedule and Hardware Sets, and Sheet A-6 General Demolition Notes) and provides site-specific rules prohibiting temporary partitions secured to ceilings due to hazardous materials in the Northcore Building ceiling, requiring one-door-at-a-time replacement sequencing in that building.
