About this file
This is an Addendum 01 for Request for Bid (RFB) 930400-01 issued by the Iowa Department of Administrative Services (DAS) for the Capitol Complex Parking Ramp Concrete & Piping Repairs project located at 650 East Grand Avenue in Des Moines, Iowa. The project involves concrete and piping repairs at the State of Iowa Parking Garage, with a target substantial completion date of October 23, 2023 for the base bid and November 28, 2023 for alternates. A mandatory pre-bid meeting was held on multiple dates (May 16, 17, and 24, 2023), and bids are due on June 1, 2023, at 2:00 PM CST, with bid opening at 3:30 PM. The project is divided into two primary bid packages: Bid Package #01 for Concrete Repairs and Bid Package #02 for Piping Repairs, each with potential alternate options for additional work.
The addendum includes several key modifications, such as changing the bid date, adding an additional pre-bid meeting, and breaking out re-striping of parking stalls into an alternate bid package. The Schedule of Values must now contain a closeout line item for at least 1% of the total contract value, which can only be invoiced after the certificate of final completion is signed. The project is exempt from Iowa Sales Tax, and Davis Bacon Wages will not apply. Contractors are required to provide traffic control, maintain parking garage access, and coordinate closely with the Construction Manager. The State of Iowa will handle relocating movable furniture and providing temporary facilities like dumpsters and toilets. Bidders must submit all required documentation through the IMPACS Electronic Procurement System and provide a bid security of 5% of the total bid amount.
