About this file

This is a Request for Bids (RFB) Number 2024-010 issued by the City of Manitou Springs, Colorado, seeking a contractor to repair a section of the Iron Mountain Trail located about a mile up from the Crystal Park Road trailhead. The project involves repairing a trail washout area, with two potential bid scenarios: one including grading approximately 280 feet of Oak Ridge Road to reduce runoff, and another focusing solely on constructing 240 feet of five-foot-wide multi-use trail. The bid submittal deadline is Monday, June 10th, 2024, at 3:00 PM, with a pre-bid meeting scheduled for Wednesday, May 22nd, 2024, at 9:00 AM at the Iron Mountain Trailhead. The city requires the project to be completed within 14 working days, with a Notice of Award anticipated by Friday, June 14th, 2024.

The project requires a contractor with a minimum of three years of experience using mechanized equipment for trail building, given the steep hillside terrain. The contractor will be responsible for providing all materials, equipment, and safety procedures, and must dispose of all waste. Work hours are restricted to between 7:00 AM and 5:30 PM, excluding weekends and holidays. The Crystal Park Community Association has granted access to Oak Ridge Road for delivering workers, materials, and equipment. The bid must include project costs, anticipated mobilization time, and anticipated project completion time. The city emphasizes that the contract will not be awarded based on price alone, but will also consider factors such as quality of product, past experience, qualifications, and long-range costs.

• Notice of Award will be by Friday, June 14th, 2024.

• This project is not subject to Davis Bacon Wages.

• The City requires the project to be completed within 14 working days.

The bid shall have an Anticipated Scope of Services that includes the following:

1. The Contractor will provide project costs for crews and equipment, anticipated mobilization time, and anticipated project completion time.

2. The Contractor is responsible for providing all materials and equipment necessary for fabrication, construction, and/or installation of this project.

3. All waste shall be disposed of by the Contractor.

4. The Contractor is responsible for damages, inside or outside the project area.

5. The Contractor is responsible for their own confined space, roadway, and trenching safety procedures.

6. No work shall be done between the hours of 5:30 PM and 7:00 AM, nor at any mailto:grossi@manitouspringsco.gov time on Saturday, Sunday, or holidays, except with the written permission of the city or in the case of an emergency.

7. If the project requires street closure – partial or otherwise, the Contractor shall provide all necessary traffic control. All traffic control personnel must at a minimum carry a current CDOT Flagger Certification. A Traffic Control Plan must be submitted to and approved by City staff at the pre-construction meeting. The pre-construction is to be scheduled at time of accepting the contract.

8. Below is the Anticipated General Scope of Services for this project:

GENERAL SCOPE OF SERVICES

1. Grading or otherwise modifying approximately 280 feet of the Oak Ridge Road to reduce runoff into the Washout section on the Iron Mountain Trail (see details and map in Exhibit A).

2. Best practices construction approximately 240 feet of five-foot-wide multi-use trail in the Washout section of the Iron Mountain Trail (see details and map in Exhibit A).

3. Reinforcing a drain southwest of the Washout section (see details and map in Exhibit A).

Note that Items 1 and 2 above are interdependent. Item 1 is the source of the great majority of the water causing the erosion in the area of the Washout.

Resolving that issue could lower the cost of Item 2. However, resolving Item 1 could be prohibitively expensive and Item 2 could be accomplished without doing anything to Item 1, at this time. The City is therefore asking for two bids, one with and one without Item 1 included. The City will identify whether to include Item 1 at the time of contract award.

INSTRUCTIONS TO BIDDERS

Any item listed as "Standard" in the manufacturer's published specification, furnished by the Bidder, is assumed to be included in the Bid. Any variations shall be outlined in writing, noting cost factors where applicable.

17. Bids shall be in accordance with the specifications contained in the Contract Documents. Should any requirement in the specifications not be included in manufacturer's specification sheets, the Bidder shall include with its Bid a statement of compliance. Failure to do so shall be grounds for disqualification of the Bid.

PROJECT DESCRIPTION

As shown on the Iron Mountain Trail Washout Map (Page 3), the Iron Mountain Trail is identical with a section of the platted Oak Ridge Road within the Iron Mountain Open Space. The road has been abandoned within the Open Space and largely replaced by a five-foot wide, multi-use trail. The label, “Oak Ridge Road” has been crossed out on the map where the road has been replaced with the Iron Mountain Trail.

The Washout is easily recognized. It was once a steep road spur about 12 feet wide connecting two sections of the Oak Ridge Road at different levels. Runoff from both the unmaintained Oak Ridge Road above it (between Points A and C on the Map) and runoff from a short section of the Iron Mountain Trail (between Points B and C) flow directly into the Washout. The Washout slews water to the inside (west side) of the trail resulting in large volumes of water eroding the trail.

Note that the top of the Washout (Point B) is marked about 20 feet above the intersection of Oak Ridge Road and Iron Mountain Trail to include a short, eroded section above that intersection. Also, repairs to a drain beyond the bottom of the Washout (Point F) are included in this RFB.

Approximate dimensions of the project are:

Point A to the intersection of IM Trail 280 feet Point B to Point C 20 feet Point C to Point D 185 feet Point C to Point E 221 feet Point B to Point E 241 feet

REQUIREMENTS

1) Gate at Point A to intersection with Iron Mountain Trail

The section of the Oak Ridge Road from the gate (Point A) to the intersection with the Iron Mountain Trail needs to be graded or otherwise modified to fill in and decrease the erosion on the east side of the road. One possible solution is to change the cross slope of the road to drain to the west. Other options will be considered.

Exhibit A – Page 1

2) Point B to Point E (Main Washout)

2a) Natural surface trail construction. The trail will be modified to contain a 5-foot-wide finished surface trail with a cross-slope draining to the east with all necessary drains. All finalized surfaces will be filtered of large rock and compacted. Any dirt or rock landing on the Oak Valley Trail (a coined name, see map) will be cleared from that trail.

2b) Rock Armoring. Each drain (new or existing) will be rock armored to ensure a hardened surface in any area where water is directed across the new trail tread.

2c) Native stone drainage bolstering. Native stone will be added to every drain to ensure stabilization of soils and help filter out any sediment in the water runoff.

2d) Erosion control. Install straw wattles on the downside edge of erosion prone segments. Use native seed and straw for all disturbed trail edges needing reclamation.

3) Point F

This drain handles runoff from the bottom of the Washout, the uphill section of the Iron Mountain Trail heading southeast and an unnamed drainage to the southwest. The contractor will modify this drain with the addition of large natural stones near the top of the drain as needed for erosion control.

CONTRACTOR REQUIREMENT

It is expected that the contractor will use mechanized equipment (excavators, dozers, etc.) for this job. The job site is a steep hillside and as such requires a high degree of expertise for adequate job execution and safety. A minimum of three years of experience using mechanized equipment for trail building is required.

ACCESS

Within the Crystal Park gated community, Oak Ridge Road does exist as a maintained road up to the Oak Ridge Road gate shown on the map as Point A. For the purpose of the work described in this RFB, the Crystal Park Community Association has given permission for the Contractor to use Oak Ridge Road to access Manitou’s unmaintained section of the road beyond the gate in order to deliver workers, materials and equipment to the job site.
