The County seeks a qualified vendor to apply a color surface system and line markings to six pickleball courts on newly constructed asphalt at Thomas Bull Memorial Park in Montgomery, New York. The courts were newly constructed with asphalt installed in fall 2025, and the Orange County Parks Department will separately install posts and nets. Questions from prospective bidders must be submitted by September 16, 2026 at 3:00 PM to generalservices@orangecountygov.com, with bids due by September 30, 2026 at 2:30 PM. No pre-bid conference or site visit is required. Work must commence within 60 days of full contract execution, with all work to be completed in 2026. The initial contract term is one year, with the option for the County to unilaterally extend the contract for an additional two to three months on the same terms and conditions.

The County will award the contract to the lowest responsive and responsible bidder and does not accept conditional bids or guaranteed volumes. Pricing must be submitted as a lump sum total for all work described in the specifications. Prevailing wage rates apply to this project as specified in Prevailing Wage Schedule PRC #2026025387, and vendors are responsible for all prevailing wage rate increases during the contract term regardless of timing or frequency. The suggested baseline manufacturer is SportMaster Sport Surfaces, though bidders may propose alternate materials that meet the minimum requirements specified in the RFB. Bidders must demonstrate a minimum of three years of experience in similar work and provide six references from different locations. No bond is required; however, proof of New York State Department of Labor contractor registration (Labor Law 220-i) and workers' compensation board compliance are mandatory. The contract is open to purchases by other New York State political subdivisions and school districts under New York State General Municipal Law 103(3) and (16).
