About this file

This is a Request for Bids (RFB) issued by the Iowa Department of Administrative Services (DAS) for Tower Lighting-as-a-Service (TLaaS) for 11 Department of Public Safety (DPS) owned communication towers. The solicitation seeks bids from qualified providers to deliver a fully integrated solution including installation, maintenance, and monitoring services for FAA-compliant lighting systems. The project involves converting aging A1 style (red incandescent) systems to modern E1 style (dual red/white LED) systems to achieve full FAA compliance and eliminate the requirement for tower painting. The RFB was released on March 25, 2026, with a question-and-answer period closing on April 3, 2026, and bid submissions due by April 13, 2026. The contract term begins April 20, 2026, and extends through April 19, 2029, with the State retaining the option to renew for up to three additional annual extensions on the same or more favorable terms. Renewal price increases are capped at 3% per year. The project is considered urgent, and the winning bidder must be capable of beginning work within 30 days of contract completion.

Bidders must submit a fixed monthly rate for the fully integrated TLaaS solution and are required to provide rapid deployment capability, scheduled and emergency maintenance services including parts replacement, system commissioning and FAA certification, embedded 24/7 monitoring with automated FAA notification features, and training and documentation for State agency staff. Key reporting requirements include FAA compliance documentation, monitoring reports and incident logs, and maintenance records at frequencies to be determined by the agency. The State reserves the right to extend the awarded Master Agreement to all state agencies and political subdivisions. Bidders must certify compliance with all terms and conditions, including insurance requirements, sales tax registration and remission, and debarment regulations. Additionally, successful bidders must pay a 1% administrative fee on all sales made under the contract on a quarterly basis and provide detailed quarterly sales reports in Microsoft Excel format. The State allows 60 days for payment of invoices, and bidders may offer early payment discounts for payment within 30 days. The State prefers payment via its Purchasing Card Program.
