About this file

This addendum to Request for Bid #7963 is issued by the Town of Greenwich, Connecticut Purchasing Department and provides clarifications to a solicitation for 87 and 89 octane gasoline. Bids are due July 15, 2026 at 11:00 AM and must be hand-delivered or submitted via USPS or commercial delivery services (UPS, FedEx); electronic submission via fax or email is not permitted. The Town will award the contract to a single vendor covering all delivery sites, and split deliveries between sites are permitted. The contract will be for a fixed pricing duration as specified in the original RFB document.

Pricing will be fixed for the entire duration of the contract award with no OPIS-based daily pricing structure. The Town of Greenwich is exempt from state taxes but is responsible for Connecticut Gross Receipts Tax (GRT) and LUST fees on gasoline only; all other taxes must be included in the bid price. The current vendor is Santa Buckley Energy Inc. No certificate of insurance, bid bonds, or performance bonds are required at submission. The Town does not have a Disadvantaged Business Enterprise (DBE) requirement, and bidders utilizing subcontractors for delivery are permitted provided they meet the minimum qualifications outlined in the RFB. Current contract invoices and Bills of Lading from the incumbent are available for reference.

** ADDENDUM #1 **

REQUEST FOR BID #7963 DEADLINE: 7/15/2026 AT 11:00 AM

87 & 89 OCTANE GASOLINE

The following are clarifications to RFD #7963:

Question #1: Are split deliveries between the sites permitted?

Answer #1: Yes

Question #2: As stated in the packet, we appreciate how you understand the importance of a quick lock in for firm pricing- with that being said, would we be able to email the fixed pricing prior to submission but mail all other aspects of the contract? Due to geographical challenges, we are unable to physically submit our final packet by hand. As we have seen with the state of global affairs, the market is changing drastically each day and even between the hour. Allowing us to email would ensure that we have the most competitive price for date of submission, rather than a null off er if the market sees any swing before day prior and date of submission.

Answer #2: Please note, as stated in the RFB, Bidders are not permitted to submit their bids via fax or email. Bids shall be hand-delivered or delivered via USPS or commercial delivery service (UPS, FedEx etc.) to the Town of Greenwich Purchasing Department by the deadline.

Question #3: Who is the current vendor?

Answer #3: Santa Buckley Energy Inc.

Question #4: Are current contract invoices/BOLs available?

Answer #4: Yes

Question #5: Can you line item all taxes that Greenwich is NOT exempt from?

Answer #5: The Town of Greenwich pays CT GRT tax and LUST fee on gasoline only.

An Affirmative Action/Equal Opportunity Employer, M/F/H

Question #6: Is a COI required with submission?

Answer #6: No.

Question #7: Does Greenwich have a submission checklist we may utilize to ensure nothing is missed?

Answer #7: Please refer to RFB.

Question #8: Is it common to receive split site deliveries?

Answer #8: Yes.

Question #9: To confirm, there is no DBE requirement.

Answer #9: There is no DBE requirement.

Question #10: Please confirm if OPIS pricing is to be based on New Haven Daily Contract Average?

Answer #10: Pricing is fixed for the duration of the community award.

Question #11: To confirm, on Page 16 there is a question inquiring about the number of delivery trucks owned- is this required? We utilize subcontractors for all deliveries.

Answer #11: Please see "Bidder's Minimum Qualifications".

Question #12: Does Greenwich have an OPIS account? Or will we be sending pricing on all days of deliveries?

Answer #12: No. Pricing is fixed for the duration of the community award.

Question #13: Please confirm that there are no bid bonds or performance bonds?

Answer #13: Bid bonds or performance bonds are not required.

Answer #14: Indian Field Road location is UST, all other locations are AST.

Question #15: Is only one vendor awarded all sites?

Answer #15: Yes.

Question #16: Can you specify all truces that should be included in the bid price and all truces that should be line itemed?
