About this file

The document is a Request for Bids (RFB) #25-036 issued by the Capital Region Board of Cooperative Educational Services (BOCES) for Cosmetology Supplies, covering Albany, Schoharie, Schenectady, and Saratoga Counties in New York. The RFB seeks to procure a comprehensive range of cosmetology products for Career and Technical Education centers, including hair care products, styling tools, cosmetics, nail care supplies, hair color products, and professional equipment like manikins, styling tools, and beauty implements. The bid is scheduled for submission by March 6, 2025, with a contract term from July 1, 2025, through June 30, 2026, and an option for one additional consecutive one-year renewal. Delivery of products is expected by August 1, 2025, and the bid allows for both itemized and discount pricing proposals.

The RFB allows bidders to submit pricing through two mechanisms: an itemized bid proposal (Exhibit A-9) with specific product pricing and a discount bid proposal (Exhibit A-10) for additional product lines. The document specifies that pricing shall remain firm for the initial bid term, with potential price adjustments only upon renewal, subject to certain conditions. The bid emphasizes competitive pricing, with BOCES reserving the right to award contracts on a per-item or aggregate basis and to purchase from alternative sources like New York State contracts. Vendors must meet specific qualification requirements, including providing customer references, demonstrating product availability, and complying with insurance, non-discrimination, and other regulatory standards. The RFB also includes provisions for confidentiality, ethical considerations, and potential extensions to other New York municipalities and districts.
