About this file

This is Addendum 1 to Request for Bid 18-027-O issued by Wisconsin State Fair Park for the rental of walk-through and hand-held metal detectors. The primary anticipated use is for the annual Wisconsin State Fair held in August, with potential additional rental needs for other year-round events at the venue as they arise. Bidders must submit sealed bids no later than Tuesday, January 30, 2018, at 2:00 PM CST to Wisconsin State Fair Park, 7722 W. Greenfield Avenue, West Allis, WI 53214. The equipment must be functionally similar to the Garrett PD6500i or comparable alternatives such as the MD-33 model, with 150 personal effect trays required. The metal detectors will be installed at 10 outdoor, grade-level entrances (8 public and 2 employee). Bids shall remain firm for sixty days from the date of bid opening, and bid records will be available for public inspection after the notice of intent to award is issued.

Wisconsin State Fair Park will provide tables, tents, and canopies as part of the venue's responsibility. The rental provider is not required to supply operational staff for the entire 11-day fair duration but must provide training for security staff on-site and a technician contact number for technical support and issue resolution during the event. Pricing should be quoted on a per-unit basis with FOB Destination terms. The addendum includes responses to bidder questions addressing equipment specifications, operational assistance requirements, site layout details, acceptable equipment alternatives, and provisions for weather protection and support materials.

BIDDER QUESTIONS AND ANSWERS; RFB 18-027-O, METAL DETECTOR RENTAL

Q:

You stated that you may require units for future events as the need may arise. Would you like me to process a separate proposal as if you were to purchase the equipment?

A:

Regarding the ‘future events,’ our primary anticipated need is for rental of the metal detectors as described for the annual Wisconsin State Fair in August. However, we are a year-round entertainment and exposition venue, and occasionally, we play host to larger events requiring a secured perimeter. As of right now, we don’t have anything on the calendar, but the idea is that if the need arises, this bid will allow us to rent detectors for those events without needing to do a separate bid. We’re not looking to purchase any detectors at this time.

Q:

[We] noticed there was no specification for whether you would require operational assistance for the duration of the event. Am I correct in assuming that technicians would be required to train security staff on site and not be required to work the entire duration of the 11-day event?

A:

Wisconsin State Fair Park will hire event staff to conduct screenings. In recent years, our rental provider did not keep staff on hand during the run of the fair, but did provide a phone number for a technician that could respond to questions or issues.

Q:

Do you have a layout of where the units will be installed on the fairgrounds? If not could you provide me with the amount of entrances and whether they are located inside or outside. As well as accessibility such as stairs, elevators, and ramps.

A:

We’ve decided not to publicly release a map as part of the bid for security reasons. However, we can say there are a total of 10 entrances- 8 for the general public, and 2 employee entrances. All are located outdoors at grade level, and can be easily accessed by truck during setup. Stairs, elevators, or ramps will not be encountered.

Q:

We have a model that’s directly comparable to the Garrett PD6500I but due to its weight and cost we keep a relatively low amount in stock ~10-20. The Garrett PD6500I and our Model the MD-33 both have 33 zones of detection. We would like to quote our MD-6 though which has been used at the Nebraska state fair to great effect, the only difference being 6 zones of detection rather than 33. In your opinion would this negatively effect our bid to the point of non-consideration? I can provide manuals and technical documents for your review if you’d like.

A:

All equipment bid must be functionally similar to the Garrett PD6500i. The MD-33 appears to be a comparable unit, and would be an acceptable alternative. The MD-6 does not appear to be a comparable unit.

Q:

I see that we are required to provide 150 Personal Effect trays but there is no mention as to whether tables will be provided by us or you. I wanted clarification that we would not be required to supply the tables.

A: The rental provider will not be required to provide tables as part of this bid. Wisconsin State Fair Park will be responsible for provision of tables.

Q: Any time a unit is used outside a canopy must be provided even though a GarrettPD6500I and our MD-33/6 have an IP rating of 65 its still highly advised. Will canopies be provided if units are being outside or would we supply them?

A: As in recent years, all screening operations will occur under tents/canopies. Wisconsin State Fair Park will be responsible for provision of tents. The rental provider will not be required to provide any tents.
