About this file
This is a set of City of Madison Facilities Management specifications for the Hoover Boathouse Door Window and Siding project (RFB 13028-0-2024-BG). The project involves extensive exterior rehabilitation work including removal and salvage of existing siding, sheathing, windows, doors, and related components on the East and North elevations of the historic Hoover/Bernard Boathouse. Key components include installing new Anderson windows on the East elevation, fabricating and installing four pairs of wood doors for the North elevation, installing new and salvaged wood shiplap siding (650 linear feet new and 250 linear feet salvaged to be provided by Parks Division), installing new sheathing, water resistant barrier, flashing, and exterior painting work. The project follows Secretary of the Interior's Standards for Rehabilitation as the building is a City of Madison designated landmark and listed in the National Register of Historic Places.
The specifications detail comprehensive requirements for materials and installation, including wood materials, consolidants, epoxy fillers, sealants, paint systems, and weather barriers. Special attention is given to proper surface preparation, paint removal methods, primer application, and finish painting. The Parks Division will provide the new windows and siding materials which the contractor must transport from the Goodman Maintenance Facility. All work must maximize retention of historic materials while rehabilitating the exterior. The specifications include requirements for protection of adjacent properties, quality assurance measures, mockups, warranties, and detailed execution procedures for all components of the work.

PART 1 – GENERAL 10
1.1. SUMMARY 12
A. The City of Madison has developed a multi-faceted Quality Management Program that begins with contract 13 signing and runs through contract closeout to ensure the best quality materials, workmanship, and product are 14 delivered for the contracted Work. 15
1. The Project Management Web Site is a Construction Management tool that provides contractors, 16 consultants, and staff a single on-line location for the daily operations and progression of the Work. 17
2. The Quality Management Observation (QMO) is an ongoing observation of the construction process as it 18 progresses. The City of Madison does not use a “Punch List” or “Corrections List” as it is typically known 19 throughout the construction industry. The QMO process acts as an “in progress punch list”. Work 20 identified as not in compliance with the contract documents by the Owner, Owner Representatives, 21 Owner Consultants, etc. shall be resolved immediately at the Contractor’s expense. Unresolved issues 22 will be subject to withholding of progress payment(s) until completed. 23
3. Very stringent expectations are tied to Construction Closeout and Contract Closeout procedures. Specific 24 milestones throughout the project need to be met and the milestones are tied to the Progress Payment 25 Schedule. 26
B. All contractors shall be required to review the specifications identified in Section 1.2 below, and other related 27 specifications identified therein to become familiar with the terminology and expectations of this City of 28 Madison Public Works contract. 29
