About this file

This document is a Question and Answer (Q&A) for Request for Applications (RFA) #7385 related to the Flex Lending Program issued by the Oregon Housing and Community Services (OHCS) department. The Flex Lending Program is a new homeownership lending program that encompasses both Flex Lending and the existing Oregon Bond program. The application process is open to all lenders, including those already approved for the Oregon Bond program, and lenders must be located in Oregon or within 50 miles of the Oregon border. OHCS anticipates awarding up to 100 agreements through this RFA, which will remain open until January 31, 2028. The Q&A covers a variety of topics, including application submission, program details, qualifications, and the approval process.

The Flex Lending Program offers fixed-rate mortgage products, including Conventional, FHA, VA, and USDA loans, with a maximum borrower income limit of $125,000. OHCS has designated Idaho Housing and Finance Association (IHFA) as the master servicer, and lenders must be approved by both OHCS and IHFA. The program includes a down payment assistance (DPA) component, with DPA terms dependent on borrower income and product type. OHCS will conduct pre-closing and post-closing compliance reviews, but the underwriting decisions remain the responsibility of the lender.
