About this file

This is a revised specification document for the City of Orlando's Real Estate Consulting Services RFP (RFP26-0032), detailing the scope of work and minimum qualifications required for brokerage and appraisal firms selected to manage the City's diverse real property portfolio. The City seeks firms to provide comprehensive services across seven primary tasks: project organization and advisory services, market analysis and valuation, marketing, acquisition and disposition, due diligence, tenant management and representation, and appraisal services. The portfolio includes parking structures, facilities, undeveloped land, parks, ball fields, fire stations, police stations, and office buildings. The proposal submission deadline is December 11, 2025, at 2:00 pm, with a non-mandatory pre-proposal virtual conference scheduled for November 17, 2025, at 10:00 am. The contract term is twelve months with the potential to extend for up to four additional twelve-month periods, totaling a possible five-year engagement.

Compensation for brokerage services is structured through real estate commissions paid by third-party associations, building owners, agents, or the City, contingent upon the close of escrow resulting from real estate transactions, with additional services potentially billed at hourly rates as outlined in the Price Proposal Form. Property management compensation may be provided through commissions or hourly rates, while appraisal services are compensated based on fee quotes provided in accordance with the Price Proposal Form. Lead Brokers must be licensed Florida real estate brokers with a minimum of five years' experience and a proven track record in Orange County, with other key professionals holding Florida real estate salesperson licenses. Lead Appraisers must be certified Florida real estate appraisers with a minimum of five years' experience in Orange County, with an MAI designation preferred. Both the Lead Broker and Lead Appraiser must disclose any potential conflicts of interest, including relationships to City Council members or interests in entities seeking to acquire property or engage in transactions with the City. The City reserves the right to award the contract to multiple firms and requires detailed documentation including organizational charts, staff resumes, and examples of relevant prior work.
