About this file

This document contains Evaluation Criteria for a Real Estate Consulting Services solicitation issued by the City of Orlando, Florida, seeking a brokerage and/or appraisal firm to assist with managing the city's real property portfolio. The portfolio includes various property types such as parking structures, facilities, undeveloped land, parks, ball fields, fire stations, police stations, and office buildings. Proposers will be evaluated across five key categories: Proposer's Qualifications in Requested Services (55 points), Approach to Providing Services (12 points), Minority and Women Owned Business Enterprise participation (10 points), Veteran Business Owned Enterprise participation (3 points), and Pricing (20 points).

The evaluation will require proposers to submit detailed documentation including an organizational chart, staff resumes, evidence of experience with government, commercial, and residential properties, and examples of three relevant contracts or appraisals. Pricing will be scored competitively, with the lowest commission percentage receiving the maximum 10 points, and other proposers' scores calculated proportionally. Additional emphasis is placed on the proposer's ability to demonstrate knowledge, assemble an effective team, identify potential project challenges, and provide innovative management approaches. The solicitation includes provisions for minority, women, and veteran-owned business participation, reflecting the city's commitment to inclusive procurement practices.
