About this file
This is a Statement of Work (SOW) for the procurement, delivery, installation, and ongoing maintenance of an upgraded Fire Station Alerting System (FSAS) for the 13th Space Warning Squadron Fire Department at Clear Space Force Station in Alaska. The current system is approximately ten years old and functionally obsolete, failing to meet current National Fire Protection Association (NFPA) standards regarding progressive alerting tones and variable tone differentiation. The contractor must deliver a modernized system that meets UFC 3-601-02, NFPA 1225, 1500, and 1710 standards and seamlessly integrates with existing legacy components.
The system shall include distinct, customizable, variable auditory alerts to differentiate emergency dispatches from general announcements; graduated visual lighting in sleeping quarters and focused pathway lighting; digital display boards showing active dispatch information; and complete coverage throughout the facility in accordance with NFPA standards. The contractor is responsible for all installation labor, materials, and tools, including mounting hardware, low-voltage wiring, speakers, and monitors, with authorization for minor wall penetrations but prohibition of major structural alterations. The contractor must completely remove and dispose of all obsolete equipment in compliance with local, state, federal, and facility environmental guidelines. Technical support and maintenance requirements include 24/7/365 mission-critical support via phone and email; a five-year limited parts warranty on core hardware; a one-year labor warranty; and a five-year Service & Preventative Maintenance Agreement. All inspection, testing, and maintenance tasks must be performed by qualified personnel holding NICET Level III certification (or higher) in Fire Alarm Systems, with detailed maintenance records and formal written documentation required following each service visit. The system must operate on a closed loop without access to Air Force or Space Force networks and maintain a minimum 99% overall system reliability for emergency dispatch response.

Statement of Work (SOW) FOR 13 SWS / CEF Fire Station Alerting System May 2026
1.0 Scope & Objective
The 13th Space Warning Squadron Fire Department (13 SWS/CEF) at Clear Space Force Station (SFS) requires the procurement, delivery, installation, and ongoing maintenance of an upgraded Fire Station Alerting System. The new system must seamlessly integrate and interface with existing legacy components. The objective is to modernize the alerting infrastructure to meet all current UFC 3-601-02 (Operations and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems), NFPA 1225, 1500, and 1710 standards, ensuring rapid, safe, and distinct emergency response notifications.
2.0 Background
The current station alerting system is approximately ten (10) years old and is functionally obsolete. It fails to meet current National Fire Protection Association (NFPA) requirements regarding progressive alerting tones and variable tone differentiation (distinguishing between general announcements and critical emergencies). Furthermore, mandatory visual and audio cues are not present in all required facility locations, increasing response times and firefighter physiological stress.
3.0 System Requirements (Salient Characteristics)
The Contractor shall provide a system that meets the following minimum requirements:
3.1 Auditory Alerts: The system must be capable of broadcasting distinct, customizable, and variable tones based on the specific type of emergency dispatch versus general station announcements. The system must have progressive alerting tones.
3.2 Visual Alerts: Where lighting is automatically activated by the alerting system, graduated fire station interior lighting to allow the eyes to adjust in the sleeping quarters or be focused solely on pathways.
3.3 Displays: The system must include digital display boards (kiosks) showing active dispatch information clearly and immediately.
3.4 Coverage: The system must provide visual and auditory coverage to all required areas of the fire station in accordance with NFPA standards.
3.5 Interoperability: The new system components must successfully interface and communicate with the station's existing legacy alerting infrastructure.
4.0 Installation & Site Preparation
The Contractor shall provide all labor, travel, tools, and materials required to install the system at Clear SFS. Installation tasks include mounting head-end racks, low-voltage wiring, speakers, and monitors.
4.1 Scope of Work: The Contractor shall install additional lights and speakers throughout the station, utilizing drop ceilings, existing wire runs, and interstitial spaces. Minor penetrations of sheet-rocked walls for speaker/light mounting are authorized.
4.2 Restriction: The installation shall not require major structural alteration of real property (e.g., modifying load-bearing walls or primary structural systems).
4.3 Demolition, Removal, and Disposal of Obsolete Equipment: The Contractor shall be solely responsible for the complete disassembly, safe removal, transport, and environmentally compliant disposal or salvage of all legacy alerting system equipment, wiring, and associated components being replaced. The Contractor must ensure that all disposal processes adhere to local, state, federal, and Clear SFS environmental protection guidelines. No obsolete equipment or materials may be abandoned in place or left on-site.
5.0 Maintenance, Support & Warranty
5.1 Technical Support & Warranty
The Contractor must provide mission-critical 24/7/365 technical support (via phone and email) and provide all future software upgrades/enhancements. This support shall be structured as a Base Year with four (4) consecutive Option Years.
The Contractor shall provide:
A five (5) year limited parts warranty on the central station control unit and core system hardware.
A one (1) year labor warranty covering all installation work.
This warranty shall be paired with a long-term five (5) year Service & Preventative Maintenance Agreement.
5.2 Preventative Maintenance Plan
The Contractor shall provide a comprehensive long-term Service & Preventative Maintenance (PM) plan and schedule. All PM tasks and intervals must be executed in strict accordance with UFC 3-601-02 (Operations and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems), NFPA 1225 (Standard for Emergency Services Communications Systems), and all manufacturer-recommended maintenance guidelines. Preventative maintenance inspections (PMI) will be conducted at a minimum once yearly covering all systems installed by the contractor.
5.3 UFC 3-601-02 Compliance & Reporting Requirements
To ensure the Fire Station Alerting System maintains a minimum of 99% overall system reliability in response to an emergency dispatch event, the Contractor must adhere to the following mandatory compliance requirements:
5.3.1 Qualified ITM Personnel
All inspection, testing, and maintenance (ITM) tasks must be executed by qualified technicians. Contract ITM services must be managed by an individual holding a NICET Level III certification in Fire Alarm Systems or Special Hazards.
Technicians performing physical tasks on the systems must hold at least a NICET Level II certification in Fire Alarm Systems or equivalent factory training. Apprentice-level technicians must never execute ITM tasks without a certified technician physically present on-site.
5.3.2 Maintenance Records, Retention, and Reporting
The Contractor shall maintain detailed records of all completed ITM and preventative maintenance tasks for the entire life of the system.
Following each preventative maintenance visit, inspection, or system service, the Contractor must provide formal, written documentation in an accessible digital format (and/or hard copy) that explicitly details:
What was done: A comprehensive log of all testing, inspections, calibrations, hardware replacements, and adjustments performed.
Why it was done: The regulatory, compliance, or preventative justification for the work (e.g., specific clauses from UFC 3-601-02, NFPA 1225, or manufacturer recommendations).
System Status & Recommendations: The operational state of the system, any issues identified, and actionable contractor recommendations for system optimization, corrective actions, component lifecycles, or future maintenance needs.
6.0 IT / Security Requirements
The Fire Station Alerting System shall operate entirely on a closed loop. The system does not require, and shall not be granted, access to the Air Force or Space Force data network (NIPR/SIPR).
