About this file
This document is a Revised Section 3 Minimum Qualifications Form for Eugene Water & Electric Board (EWEB) related to a power transformer procurement. The requirements establish pass/fail criteria that all proposers must satisfy before their proposals receive evaluation and scoring. Contractors must demonstrate a minimum of 10 continuous years of experience in the design, manufacture, and testing of power transformers, with at least 5 years specifically in FR3 filled power transformer design, manufacturing, and testing. Manufacturing capability must be available from facilities located in North America, South America, South Korea, or Europe, with EWEB reserving the right to inspect selected facilities prior to award. The transformer must arrive at EWEB's Eugene/Springfield destination no later than February 28, 2028. Additional mandatory requirements include use of vapor phase processing for drying core and coil assemblies prior to tanking, possession of service and repair facilities capable of complete transformer overhaul, and provision of three client references for similar transformer supply contracts delivered within the last 10 years without deficiency cure requests.
Proposers must disclose any contract terminations for default or breach within the last five years and provide complete details including the other party's contact information if applicable, as EWEB reserves discretionary authority to reject proposals based on past performance. Client references must include detailed information for each transformer supplied, encompassing equipment descriptions, order due dates, actual completion dates, original contracted costs, actual costs at final completion, and current contact information for individuals able to attest to the proposer's performance. Proposers should clearly document any instances where delivery was late or costs exceeded original contract amounts. No pricing structure is provided in this qualifications document, as this section exclusively addresses minimum qualification requirements rather than cost evaluation.

Section 3-R
3. MINIMUM QUALIFICATIONS (PASS/FAIL)
Minimum Qualifications (Pass/Fail)
Following are the “Minimum Requirements” that shall be met by all Proposers. Response to this section will be considered on a pass or fail basis. Response to each and all requirements must pass before a proposal will be reviewed and scored by the evaluation team.
Proposers shall respond to each of the Minimum Requirements in writing in a brief and concise manner. (See Submittal section on the following page.) EWEB does not pre-qualify Proposers; your proposal must show that your firm meets the requirements. EWEB will attempt to answer questions or clarify the requirements if needed.
1. Contractor shall have minimum of 10 continuous years of experience in the design, manufacture, and testing of power transformers and at least 5 years in the design, manufacturer and testing of FR3 filled power transformers.
2. Contractor must be able to manufacture and ship a transformer meeting the specifications included in this RFP from North America, South America, South Korea, or Europe. EWEB reserves the right to inspect the factory, if an Intent to Award is issued to Proposer, and to approve moving forward based on the inspection.
3. Contractor must use vapor phase processing for drying core and coil assemblies prior to tanking as described in the specification.
4. Contractor must have service and repair facilities capable of complete overhaul of power transformers.
5. Contractor must have the ability to ensure that the transformer arrives at EWEB’s Eugene/Springfield destination no later than February 28, 2028.
6. Proposer should not have had a contract terminated for default or breach in the last 5 years. Termination for default is defined as notice to stop performance that was delivered to the Proposer due to the Proposer’s non-performance or poor performance and the issue of performance was either (a) not litigated due to inaction on the part of the Proposer, or (b) litigated and determined that the Proposer was in default.
NOTE: If a Contractor has had a contract terminated for default in this period, then the Contractor shall submit full details including the other party’s name, address and phone number. EWEB will evaluate the facts and may, at its sole discretion, reject the proposal on the grounds of Contractor’s past performance.
7. Proposer must provide client references for past equipment supply contracts for three transformers with similar MVA and voltage ratings to the requested transformer within the last 10 years, similar in nature to the requirements specified and required for this proposal, that were delivered and accepted with no request for deficiency cure.
Please see Submittal instructions on the following page.
