About this file
This is a revised Questions and Answers memorandum issued by the New York State Office for People With Developmental Disabilities (OPWDD) Contract Management Unit, Design and Construction, regarding Project No. D0SSU00033 for driveway replacement at Route 30 (Sabael Road) in Hamilton County. The project involves driveway replacement and related site work at 6204 State Route 30 in Indian Lake, with sealed bids due July 21, 2026, at 3:00 p.m. Prospective bidders were strongly urged to attend pre-bid site visits on June 29, 2026, or July 1, 2026, at 9:00 a.m., with required 48-hour advance notice provided to Mark Woods at (518) 359-7706 or Kyle Beaudette at (518) 359-4174. The Questions and Answers document addresses two inquiries: work hours will be established by facility authorities through the Director's Representative and confirmed with the awarded contractor via the project safety plan, and contractors are responsible for obtaining appropriately sized drawings for estimating purposes. Questions were due July 8, 2026, with responses issued by July 14, 2026, as the final deadline for addenda.
Bid security of $12,100 is required in the form of a certified check, bank check, or bid bond. Public Buildings Law 8(6) applies, whereby a responsible and reliable Minority and Women-Owned Business Enterprise (MWBE) that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder, provided the bid does not exceed $1,737,918 as adjusted annually for inflation. MWBE and SDVOB participation goals are currently zero percent based on availability of qualified firms. All work is subject to prevailing wage rates under PRC# 2026016471 and New York State labor laws. The contract will be awarded to the lowest responsible and reliable bidder, who must submit a completed New York State Vendor Responsibility Questionnaire (CCA-2) within five business days after bid opening along with pre-award documentation including references, subcontractor information, detailed cost estimates, and MWBE and SDVOB utilization plans if applicable. Contractors must register with the New York State Department of Labor under Labor Law Section 220-i and provide proof of workers' compensation and disability benefits insurance coverage prior to contract award.
