Q&A Memo Summary - Driveway Replacement Project

This Q&A Memo document pertains to the New York State Office for People With Developmental Disabilities (OPWDD) Contract Management Unit, Design and Construction, acting on behalf of the Sunmount Developmental Disabilities Services Office, for the driveway replacement project at 6204 State Route 30 (Sabael Road) in Indian Lake, Hamilton County, New York. The project scope encompasses driveway replacement and related site work as detailed in accompanying drawings and specifications. Two pre-bid site visits are scheduled for 9:00 a.m. on Monday, June 29, 2026, and Wednesday, July 1, 2026, with mandatory 48-hour advance notice required by calling Mark Woods at (518) 359-7706 or Kyle Beaudette at (518) 359-4174. Written questions are due by July 8, 2026, with responses issued by July 14, 2026, which serves as the final deadline for addenda. Sealed bids are due at 3:00 p.m. on July 21, 2026, with public bid opening at the same time and location, offering both in-person and Microsoft Teams remote participation options. Work commencement and completion dates are specified in Section 011000 of the Project Manual Specifications.

Bid security of $12,100 is required, submitted as a certified check, bank check, or bid bond. The contract will be awarded to the lowest responsible and reliable bidder under Public Buildings Law 8(6), whereby a qualified Minority and Women-owned Business Enterprise (MWBE) submitting a bid within ten percent of the lowest bid may be deemed the apparent low bidder, provided the bid does not exceed $1,737,918 as adjusted annually for inflation. Current MWBE and Service-Disabled Veteran-Owned Business (SDVOB) participation goals are set at zero percent based on availability of qualified firms. All work is subject to prevailing wage rates under PRC# 2026016471 and New York State labor laws. The apparent low bidder must submit a completed New York State Vendor Responsibility Questionnaire (CCA-2) within five business days after bid opening and pre-award documentation including references, subcontractor information, detailed cost estimates, and MWBE and SDVOB utilization plans if applicable. Bidders must register with the New York State Department of Labor under Labor Law Section 220-i and provide proof of workers' compensation and disability benefits insurance coverage prior to contract award.
