About this file
The document is a Scope of Work (SOW) for Parking Management Services at Hilton Head Island Airport, a Beaufort County department in South Carolina. The airport seeks a vendor to manage two parking lots: the main terminal lot (currently serviced by an existing provider through April 1, 2025) and a general aviation lot available for immediate contract award. The successful respondent will provide comprehensive parking management services including gate systems, revenue generation strategies, cloud-based parking systems, license plate recognition, 24-hour maintenance, technology oversight, and operational support. The contract requires the vendor to supply all gate equipment, install systems, and manage daily operations consistently across the airport's 24/7/365 operational environment.
The primary objectives of this contract include increasing parking revenue, reducing airport cost per enplanement, upgrading parking operations, and digitizing parking management services. The airport aims to minimize missed revenue and obtain regular consultation to optimize financial performance. The vendor will be fully accountable for all parking service aspects and must provide a 24/7/365 command center for passenger support. While specific pricing details are not outlined, the contract emphasizes technological sophistication, with requirements for advanced management platforms, revenue control systems, and comprehensive reporting capabilities. The contract allows potential expansion to include valet and ground transportation management services if deemed necessary by the airport.
