ARTIFICIAL REEF CONSTRUCTION
REVISED B-8-25-36
INTRODUCTION AND SUBMITTAL INFORMATION
1. PURPOSE
Brevard County Purchasing Services, on behalf of the Natural Resources Management Department, is soliciting bids from qualified contractors for the creation of an artificial patch reef.
The contractor shall furnish all labor, equipment, and supervision to construct and deploy an artificial patch reef using at least 125 tons of either donated or contractor supplied clean, reuse concrete materials. The contractor shall be responsible for providing a staging area and material handling services for either the donated or contractor supplied material. The artificial reef shall be constructed as one patch reef at the designated location within the permitted Brevard County Artificial Reef Site #2 area, in the Atlantic Ocean 15.5 nautical miles east of Port Canaveral, Florida, at a depth of 83 feet. Bid will be awarded to the most responsible and qualified bidder, with the lowest cost per ton for a minimum bid of 125 tons of material. If the donated material is preferred, the County has an additional 375 tons of donated artificial reef material available. If funding is available, the Contractor has the option to deploy the additional material up to an additional 375 tons at the quoted cost per-ton.
Deadline for Completion: November 15, 2025.
2. RESPONDENT QUALIFICATIONS
Respondents must meet the following minimum qualifications by including a response to each item below at the time of submitting a proposal:
a) Shall not be on the federal debarment list;
b) Shall not be on the state debarment list;
c) Shall show they are competent and have the necessary resources to fulfill the conditions of the contract;
d) Shall have completed an artificial reef project within the past 5 years, anywhere in the
United States.
3. DELIVERY
All bids must be F.O.B. Destination, packing, shipping, handling, and fuel surcharges, and delivery included to Brevard County Artificial Reef Site #2 permitted area, 15.5nm east of Port Canaveral, Florida at a depth of 83 ft. in the Atlantic Ocean. Delivery addresses and quantities of orders may vary from order to order throughout Brevard County.
4. INFORMATION OR CLARIFICATION
For information concerning procedures for responding to this bid, contact Sherry Collett, Purchasing Services at 321-617-7390 X 59331 or by email at Sherry.Collett@brevardfl.gov.
Such contact shall be for clarification purposes only. Material changes, if any, to the specifications will be transmitted by written addendum through Purchasing Services and posted online at VendorLink. The County will not notify Contractors of addenda. It is the sole responsibility of the Contractor to check the website prior to submitting a bid to verify receipt of all documents to include written addendum.
Contractors shall promptly notify Purchasing Services, prior to submission of their bid, of any ambiguity, inconsistency, or error, which they may discover upon examination of the bid documents. Every request for such interpretation must be in writing addressed to Purchasing Services at 2725 Judge Fran Jamieson Way, Bldg. C, Suite 303, Viera, FL 32940, or emailed to the attention of Sherry Collett at Sherry.Collett@brevardfl.gov. To be given consideration, such requests must be received in writing no later than July 8, 2025 at 5:00pm.
5. RECEIVING OF BIDS
Bids must be received by Brevard County Purchasing Services, 2725 Judge Fran Jamieson Way, Bldg. C, Suite C303, Viera, FL 32940 no later than July 15, 2025 at 10:00 am. Bids must be submitted on County format to be considered. The official time clock will be the date and time stamp clock located in the Purchasing Office.
Electronic bid filing is now available on VendorLink at www.myvendorlink.com .
Electronic bidding is preferred; however, hard copy bids will still be received.
If submitting hard copies, bids shall be submitted in one original and should be accompanied by an equivalent electronic PDF file on a USB flash drive. Contractors must also print out a hardcopy of the completed Price Sheet, sign where indicated and submit with the bid. DO NOT
MODIFY OR REISSUE THE PRICE SHEET; USE THE PRICE SHEET FORM PROVIDED.
Note* Please ensure that if you use a third-party carrier (DHL Express, FedEx, UPS, USPS, etc.), they are properly instructed to deliver your bid only to Purchasing Services on the third (3rd) floor at the above address. Contractors are advised that U.S. Postal Service 1st Class and Express mail is delivered to a P.O. Box and is not delivered to the Purchasing Services Office. Delivery via the USPS is at the Contractor’s risk. To be considered, a bid must be accepted in Purchasing Services no later than the ITB closing date and time. If the bid is delivered anywhere else, it may not reach Purchasing Services in time.
6. BID SUBMITTAL PACKAGE REQUIREMENTS
If submitting hard copies of the bid, the vendor shall list the following details on the outside of their bid submittal package:

7. CONE OF SILENCE
Descriptive term for the prohibition in solicitations instructing vendors that once a need is advertised, the vendor is only permitted to communicate with the County’s designated representative noted in the solicitation documents. The Cone of Silence is designed to protect the professional integrity of the public procurement process by shielding it from undue influence prior to the recommendation of contract award. County employees not designated by the representative noted in the solicitation, shall refrain from discussing the public procurement while the competition is in progress. The vendors are asked by the terms of the solicitation to refrain from contacting Commissioners, County Officers, employees, or agents regarding the pending solicitation until after the Notice of Award is posted. The Cone of Silence does not apply to the County’s designated representative noted in the solicitation or discussion at a duly noticed Pre-Proposal Conference or at a Public Meeting.

SCOPE OF SERVICES
1. OBJECTIVE
The objective of this Bid is to construct a marine artificial reef by deploying at least 125 tons of, clean concrete reuse material at a single location within the Brevard County Artificial Reef Site #2 permitted area. The contractor shall be responsible for providing a staging area for the material, loading/unloading, offshore transportation, and deployment of at least 125 tons of the material at the Brevard County deployment site location within the boundaries of the permitted area.
The deployment site is located approximately 15.5 nautical miles on a bearing of 90.8 degrees from Port Canaveral, Florida, in the Atlantic Ocean at a depth of approximately 83 feet. The specific Deployment Site Coordinates are listed below.
2. SITE LOCATION
A. General Location—This was a previously permitted artificial reef site and is currently plotted on NOAA Chart 11476, Cape Canaveral to Bethel Shoal, July 2006 (Attachment A).
B. Site Specific Map – The permitted site is located approximately 15.5 nautical miles due east out of Port Canaveral. Site depth ranges from a minimum of 76.3 ft. MLLW at the NW corner to a maximum of 88.4 ft. MLLW at the SE corner (Attachment B).

Depth at Deployment Site: Approximately 83 feet.
3. MATERIALS
A. The Orlando Utilities Commission (OUC) has approximately 500 tons of clean secondary-use concrete material available to donate if the contractor wishes to use it. They will provide and transport the material to a staging area designated and provided by the awarded Contractor. The material consists of approximately 160 concrete pole sections with a total material weight of approximately 500 tons. Individual pieces vary in weight from approximately 5000 to 8000 lbs. All materials are free of asphalt or other road base debris.
Any exposed metal framing or rebar on these materials will be removed or cut back in proximity to the cement edge by the OUC before transfer to the contractor-provided staging area. Photos of project materials are included as Attachment E. If the Contractor chooses not to use the donated material provided by OUC, the Contractor must supply at least 125 tons of clean secondary-use concrete material.
B. For each barge load of artificial reef materials, the contractor shall inventory all the artificial materials, calculate the tonnage (either using before and after barge draft calculations, trucking receipts, or the known weights of individual pieces or reef modules), and take a representative photograph of the artificial reef material on the barge or other deployment vessel immediately prior to deployment.
C. The Contractor agrees to allow the County to conduct on-site inspections of the artificial reef materials before, during, and after the deployment.
4. LOADING AND TRANSPORTATION
A. The Contractor shall be responsible for furnishing all necessary heavy equipment required for the handling of material at the staging area designated and provided by the Contractor.
B. All loading of materials shall be coordinated with the County’s Project Manager and take place at a location suitable to the contractor and approved by the County.
C. All operations shall be conducted during daylight hours, Monday through Friday, and only with the County Project Manager or designee onsite. Weekend deployments may be scheduled with the prior authorization of the County’s Project Manager.
D. The loading, transport, and deployment operations shall be scheduled by the Contractor with at least five days of advance notice to the County Project Manager and only when sea height conditions are predicted to be no greater than two to four feet in the deployment area as forecasted by the nearest N.O.A.A weather office. The County Project Manager shall coordinate with the Contractor on the decision whether to go ahead with the scheduled loading, transport, and deployment of reef materials based on actual conditions on the day of the scheduled operation.
E. The Contractor shall furnish all material, labor, equipment, and supervision that is not specifically listed as the responsibility of the County and is necessary to complete the project according to these specifications and in a timely and safe manner.
F. The Contractor shall use a vessel that is suitable for offshore movement and capable of carrying at least 100 tons of the described concrete material at one time. The Contractor shall also ensure that the powered transport or towing vessel is equipped with an accurate and working Global Positioning System (GPS) unit and a working Very High Frequency (VHF) radio.
G. The Contractor shall ensure that the materials remain on the vessel during transport and positioning and shall be responsible for locating and recovering any of the materials that may fall off the vessel during loading and transport operations at no additional cost to the County.
H. Artificial reef materials will be loaded using a suitable means of conveyance for transportation to a staging area site and loading onto a barge or other suitable vessel for offshore transportation to the designated artificial reef site. Offshore transportation shall be provided by a sufficiently powered transport or towing vessel, personnel, and all necessary equipment to transport the material offshore and deploy it.
