About this file

This is an Invitation for Bid (IFB26-0134) document issued by the City of Orlando, Florida, for the resurfacing of city streets. The project encompasses a comprehensive range of street maintenance and reconstruction services, including asphalt removal and replacement, traffic control, utility adjustments, pavement markings, and specialized materials such as Superpave and warm mix asphalt. The scope includes 39 line items with quantities ranging from individual units (such as 9 quadrapole loops) to large volumes (300,000 square yards of asphalt milling). Respondents must submit sealed bids electronically through the OpenGov portal by 2:00 pm local time on Friday, January 30, 2026. A non-mandatory pre-bid teleconference is scheduled for January 8, 2026, at 10:00 a.m. via Microsoft Teams, with a question submission deadline of January 15, 2026, at 5:00 pm. The solicitation was released on December 29, 2025, and award recommendations may be made at any time after the scheduled opening date. Silvia Coste, Senior Purchasing Agent, serves as the primary contact for inquiries.

The pricing proposal requires bidders to submit unit costs and total costs for each line item, with Item 35 (Orlando Police Officers traffic management time for 500 hours) designated as an alternate item subject to the City's discretion for award inclusion. The document does not specify total project funding amounts, budget constraints, or information regarding incumbents. Bidders are required to complete vendor questionnaires and ensure their OpenGov vendor files contain current contact and email information. The City emphasizes that respondents are solely responsible for monitoring the OpenGov portal for addenda, updates, and award information, with email notifications provided as a courtesy but not guaranteed. All submissions must be complete and uploaded by the deadline, and the City assumes no responsibility for submission delays or failures resulting from any occurrence.
