About this file

This document is a Memorandum of Statement of Need for a Temporary Bathroom Trailer at Beale Air Force Base, California. The Air Force requires a 12-month lease of a two-stall, fully electric trailer-mounted restroom facility to comply with a recent Presidential Executive Order mandating separate gender-designated restroom facilities. The trailer must have two separate stations (one for each gender), each equipped with a toilet, sink, mirror, shower, overhead lighting, and hot/cold water functions.

Key requirements include delivery by 26 September 2025 to Building 1319, 19100 Alert Drive, with a 120v/20amp electrical connection, 100-foot power cord extension, and weekly waste tank emptying services. The contractor must coordinate delivery, installation, and removal with the government point of contact, complete an Entry Authorization List for base access, and perform all work between 0700-1600 hours, Monday through Friday, observing federal holidays. The trailer is needed to address non-compliance at the Air Force Combat Ammunition Course, which currently has only a single restroom for the entire building.
