About this file
This document is a Solicitation Amendment for a Request for Information (RFI) issued by the North Dakota Department of Corrections and Rehabilitation (DOCR) for Community Mental Health Services, solicitation number 530.2025.7-1. The RFI seeks comprehensive mental health and substance abuse services for incarcerated and probation/parole individuals statewide, with a focus on group facilitation and treatment services across Burleigh and Morton Counties and potentially other regions. The services include substance abuse treatment, mental health counseling, anger management, criminal thinking interventions, trauma therapy, and intake screening for both males and females, to be delivered through in-person and telehealth options. The deadline for proposal submission is July 25, 2025, at 12 PM, with potential service providers required to have master-level clinicians or higher.
The procurement emphasizes service delivery at Medicaid reimbursement rates, with group sizes targeted at 10-12 participants. Vendors must demonstrate the ability to provide services via DOCR or Parole & Probation referrals, with no specific minimum service volume disclosed. The state is seeking detailed cost estimates and service capabilities without guaranteeing a contract award. Respondents are not required to submit letters of support and will be evaluated on their ability to provide comprehensive behavioral health services within the corrections and rehabilitation ecosystem. The RFI represents an information-gathering exercise to understand potential vendor capabilities for future solicitations, with the state reserving the right to use the collected information under North Dakota State Procurement laws.

SOLICITATION AMENDMENT 1
July 16, 2025
Solicitation Number: 530.2025.7-1 Title: Community Mental Health Deadline for Receipt of Proposals: July 25, 2025, at 12 PM Solicitation Issued: July 8, 2025
Section 1.04 RFI SCHEDULE established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:
Questions asked about the Community Mental Health RFI:
1. Question: Are you able to consider locum tenens agencies to provide physician and nurse practitioner candidates-both for Primary Care and Psychiatry/Psychology?
Response: This service is not at that level. We are looking for group facilitation, not psychiatric care.
2. Question: Do you hope to hear from all organizations who could potentially provide treatment to incarcerated individuals?
Response: We are looking for substance abuse services to be offered to people in jail, including Burleigh and Morton County and Probation and Parole Statewide through Telehealth or in person.
3. Question: Does the state have minimum qualifications for the person providing Mental Health Counseling?
Response: They would need to be a master level clinician or higher
4. Question: Is the Intake Screening & Assessment specific to Substance Abuse and/or Mental Health Evaluation?
Response: We need both.
5. Question: Has the state projected an anticipated # of individuals in need for these services per county/region? This would help potential providers determine cost estimates.
a. Mental Health (Individual and Group)?
b. Level 2.1?
c. Level 1?
d. Anger Management?
e. Criminal Thinking Interventions?
f. Trauma therapy groups?
g. Intake Screening & Assessment?
Response: This is unknown at this time as it will include overflow in county jails and some on parole and probation
6. Question: Are letters of support required?
Response: They are not required.
7. Question: The cost estimate asks for respondents to list fees and costs associated with service delivery. Should the breakout of per-service and group rates be based on insurance reimbursement rates?
Response: DOCR would only reimburse up to the Medicaid rate.
8. Should all operational costs be listed such as space, payroll, administrative costs, etc.?
Response: Costs should be included in the reimbursement rate requested.
9. Question: Will we be serving males, females, or both?
Response: Both males and females.
10. Question: How are clients referred?
Response: Via the DOCR or Parole & Probation
11. Question: Are there minimums related to group size?
Response: The desired group size will be 10-12 with an option to include telehealth as part of the group if in person capacity cannot be met and there is an unmet need elsewhere.
