About this file

This is a Request for Information (RFI) issued by the North Dakota Department of Corrections & Rehabilitation (DOCR), Division of Adult Services, seeking information from qualified vendors about community mental health and substance abuse services for incarcerated and previously incarcerated individuals statewide. The RFI, with solicitation number 530.7-1, was released on July 8, 2025, with key response dates including a deadline for questions on July 15, 2025, and a response submission deadline of July 25, 2025, at 12:00 PM Central Time. The DOCR is specifically requesting information about service capabilities across various categories including substance abuse treatment (intensive and outpatient), mental health counseling, anger management, criminal thinking intervention, trauma therapy, crisis intervention, intake screening, and staff training.

Vendors responding to the RFI must detail their geographic coverage across North Dakota counties, specify service delivery models (in-person and telehealth), and demonstrate eligibility to bill insurance providers, SUD vouchers, and Medicaid. While cost estimates are requested for budgeting purposes, respondents will not be contractually bound to these preliminary pricing details. Mandatory documentation includes organizational experience in correctional behavioral health, service listings with appropriate clinical levels, geographic service coverage, and Medicaid enrollment documentation. The DOCR emphasizes that this RFI is purely an information-gathering exercise and does not guarantee a subsequent procurement, with the state reserving the right to use the collected information for future solicitations in accordance with North Dakota State Procurement laws.
