About this file
This document is a Solicitation Amendment for a Request for Information (RFI) issued by the North Dakota Department of Corrections and Rehabilitation, focusing on Community Mental Health (Re-Entry Facilities) in Ward County, specifically targeting Minot and Williston areas. The procurement seeks qualified organizations to operate residential facilities supporting up to 25 adult male and female offenders transitioning back into the community, with a solicitation deadline of August 15, 2025, at 12 PM. The facility must be operational by March 2026, and bidders are required to provide comprehensive services including case management, room and board, gender-responsive programming, evidence-based treatment approaches, and GPS monitoring for participants.
The RFI does not guarantee a contract award but requires detailed daily per-offender cost structures with itemized budget breakdowns. Respondents must demonstrate expertise in corrections, rehabilitation, and community reintegration services, with the ability to serve either male or female populations, though a preference exists for male participants. Residential and treatment services will be billed directly to the Department of Corrections and Rehabilitation, potentially superseding the IMD exclusion for residential facilities. Participants are expected to maintain Medicaid eligibility where income allows, and the facility must provide sight and sound separation between genders. The procurement appears to have potential annual contract values ranging from $500,000 to $1,000,000, depending on service implementation and occupancy levels.

SOLICITATION AMENDMENT 1
August 18, 2025
Solicitation Number: 530.8-1 Title: Community Mental Health (Re-Entry Facilities) Deadline for Receipt of Proposals: August 15, 2025, at 12 PM Solicitation Issued: August 5, 2025
Section 1.04 RFI SCHEDULE established a Deadline for Submission of Questions and Requests for Clarification. The responses, including any necessary amendments, are as follows:
Questions asked about the Community Residential Programs (Re-Entry Facilities) RFI:
1. Question: The RFI Solicitation indicates both male and female facilities. Are bidders required to provide both female and male facilities?
Response: Bidders are not required to provide services for both genders but if you are able to please include such information.
2. Question: Will bidders be required to provide their own GPS monitoring system or will they be contracting with Cass County to provide them for participants?
Response: Bidders will be required to provide GPS monitoring for those in their care. This may be done by contracting with another agency or by working with the bidders vendor of such services.
3. Question: Will both residential and treatment services be billed through the DOCR directly, and if so, will this supersede the IMD exclusion for residential facilities regarding bed capacity?
Response: Residential and treatment services will be billed directly to the DOCR which would supersede the IMD exclusion.
4. Question: Are participants able to retain their Medicaid while in services?
Response: Individuals should be enrolled in Medicaid and retains services as long as income allows them to continue to participate in the program.
5. Question: Does the state have projected percentages for the 25 beds between males and females?
Response: Based on size of this facility we understand if a vendor can only serve one gender, however if you have the ability to serve both please share what you are able to do. To further clarify we understand the primary need is males and understand this may be all you can serve.
6. Question: What are the states expectations for separation of males and females within the facility (separate sleeping and bathroom facilities or complete separation to include common areas and sight lines)?
Response: Sight and sound separation in the facility will be required. This means females and males should not be able to see or talk to one another clearly. They may be able to hear the voice of the opposite gender but should not be able to have a conversation. Individuals may be escorted through an area housed by the opposite sex by a facility staff member but may not be in these areas when not directly supervised by staff.
7. Question: In section B, item 2, a & b: The RFI indicates the facility/program is to be in Minot, ND with service ability for Williston area. Can you elaborate on what service ability for Williston area entails?
Response: Based on population we understand the requested facility will need to be in Minot, but understand individuals in Williston also need support which is not currently available. Please focus on Minot in your response but also share if you are able to provide any support to people in Williston.
8. Question: Section B, item 12 Facility Readiness indicates the facility must be operational by March of 2026. Is this negotiable if an RFP is released, and a contract is awarded?
Response: If you are unable to be operational by 3/2026 please indicate when you could be operational.
