About this file
The document provided is a response to questions regarding a Request for Proposal (RFP) for a Lepidoptera Monitoring Plan at Camp Edwards in Massachusetts. The RFP was issued by the Massachusetts Army National Guard (MAARNG). The RFP specifies the use of UV traps for monitoring, but the response indicates that LED traps would be preferred as a fire mitigation measure if the contractor can source them at an additional cost. The sampling periods are focused on maximizing the observation of state-listed species, but the contractor can suggest additional sampling periods to capture more species of concern at an additional cost. The contractor can also discuss adjusting the sampling times with the MAARNG during the sampling plan phase of the project.
The response indicates that this is the first year of a long-term monitoring program, and priority was given to state-listed species to establish trends over time. The contractor can provide costs for any additional sampling periods or adjustments to the sampling times in a supplemental task section of the response.

Q: The RFP states blacklight traps, but would LED traps be preferred?
A: The SOW specifies UV traps, because LED traps were not commercially available until recently. LED traps would be preferred as a fire mitigation measure, if the contractor is able to source them. If this incurs an additional cost for the contract over UV traps, then the contractor can put that cost in the supplemental cost section as an optional additional cost.
Q: Are those sampling periods based on the state-listed species only, or do they also target the species of concern? Is there an option to adjust the timing of one of the nights?
A: The months to sample were chosen to maximize the number of state listed species that could be observed. This is the first year of a long term monitoring program, so priority was given to state listed species and prioritizing less sampling periods to be sampled in more years for trends over time. If additional nights would capture more species of concern, the contractor can suggest that in the supplemental task section and provide a cost for an additional sampling period. This portion could be added based on cost, resources, and NRO priorities. Alternatively, the sample times could be adjusted with discussion between the contractor and the NRO in the sampling plan phase of the project (assuming no change in the number of sampling periods).
