About this file
This document is a Response to Questions issued by the State of Wisconsin regarding Request for Bid No. NGF1-DB for Natural Gas Supply and Management Services, dated February 4, 2022. The State of Wisconsin seeks to procure comprehensive natural gas supply and management services for state agencies and facilities throughout Wisconsin on a primary firm basis delivered to the city gate. All facilities require Primary Firm service to their respective city gates as specified by the serving utility, with minimum daily levels established for each facility. The contract term includes an initial period with options for renewal, specifically four additional one-year terms at mutually agreed-upon pricing, and provisions for month-to-month extensions up to six months also at mutually agreed-upon rates. Contract extensions and additions of new accounts or municipalities through cooperative purchasing services will be negotiated at prices mutually agreed upon by both parties.
Pricing must be submitted on the bid form (Attachment #2) based on the specified load to quote and excludes state sales tax, gross receipt taxes, and commercial activity taxes. The State of Wisconsin is exempt from federal taxes and most state and local taxes except Wisconsin excise taxes on specific products. Payment terms are Net 30, with the awarded bidder permitted to refresh pricing once the contract is executed. The State reserves the right to adjust contract prices should changes in law, tariffs, or regulations alter the supplier's cost to serve. In the event of termination not due to supplier breach, the State will compensate the supplier for liquidating forward positions. Bidders may propose additional special provisions beyond the standard terms and conditions, though the State reserves the right to accept or reject such proposed changes.
