About this file
This is a Questions and Answers document for Request for Quotation (RFQ) 19NP4026Q0019 regarding uninterruptible power supply (UPS) systems and energy backup modules for the U.S. Embassy Nepal in Kathmandu and the U.S. Despatch Agent in Kent, Washington.
Offerors may submit pricing for either or both delivery locations, with the lower-priced location used for evaluation. Physical samples are not required with quotations; product photographs, manufacturer datasheets, and technical specifications are sufficient unless samples are later requested. The Government has specified minimum salient characteristics for "or equal" products, including a 5600W (8000VA) rated UPS with 380/400V AC 3-phase input, 220V AC 1-phase output, internal automatic and manual bypass, lead-acid battery configuration with 5-year life, tower mounting, and multiple product certifications (CE, GOST, VDE, EN standards). OEM Letters of Authorization are acceptable from authorized distributors/resellers if they have been authorized by the OEM to issue such letters. Installation is not included in the scope; the requirement covers supply and delivery only. VAT applicable to local deliveries must be listed as a separate line item per the solicitation document. Defense Base Act insurance is not required. Prices must remain valid for 45 days from the new due date (16 July 2026 at 1659 Hrs Kathmandu Local Time). Offerors may submit delivery timelines indicating customs clearance details for Nepal delivery, as vendor capacity to deliver to final destination is part of technical evaluation. For shipments to Kent, Washington with subsequent transportation to Nepal, offerors must specify any additional OEM requirements and associated charges.

Quotes may be submitted for either or both locations.
The lower priced location will be considered for price evaluation.
2. Physical Samples, Product Photographs, and Technical Datasheets
Are physical samples required with the quotation, or will product photographs, manufacturer datasheets, and technical specifications be sufficient unless samples are later requested by the Government?
