About this file

This document is a Response to Offeror Questions related to a Request for Proposal (RFP) issued by the South Dakota Department of Education's Division for a Perkins Data and Application System. The RFP seeks a qualified vendor to provide professional services for the purpose of developing this system. The Q&A document addresses various questions from vendors, including the scope of work, system requirements, rollout and training support, anticipated timeline, budget, and contract terms. The State indicates that collaboration among vendors may be required, and that Azure is the preferred cloud vendor. The State is open to custom development rather than a commercial off-the-shelf product, and expects the project to be completed by the fall of 2026 with staggered releases for the various system components.

Regarding pricing, the State indicates they are focused on finding the best product at a reasonable price and do not have a specific budget to share at this stage. The State normally requests at least $3 million in cyber liability insurance, but may consider reducing that requirement. The State has an existing data lake that may be leveraged for this project.
