About this file
This is a Response to Offeror Questions document for RFP #26RFP19762, issued by the South Dakota Division of Criminal Investigation's Office of Law Enforcement Training (LET). The RFP solicits proposals for comprehensive Job Task Analysis (JTA) professional services involving approximately 2,000+ currently employed law enforcement officers across 200+ agencies statewide. The vendor will conduct the JTA, identify job tasks by assignment, frequency, and criticality, and translate findings into curriculum topic areas and learning objectives for integration into the Basic Law Enforcement Certification Course. Primary deliverables include instructor and student guides, static visual aids, testing instruments, lesson plans, curriculum content outlines with scenarios, and project management artifacts. Letters of Intent are due April 10, 2026; offeror questions are due by April 24, 2026, with responses provided by April 27, 2026; proposals are due May 15, 2026; and the award decision is anticipated for May 22, 2026. Contract performance is scheduled to run from June 1, 2026, through July 31, 2027.
The contract operates on a fixed-price, deliverable-based pricing structure with all costs including labor, travel, materials, software licenses, data collection tools, and administrative overhead included in the fixed fee; however, no specific budget range or award value is disclosed. The RFP does not specify set-aside designations or restrictions on organization types. The procurement is funded through a federal grant with a defined funding deadline, though the grant allows for an extension request through a formal application process that could extend the contract timeline accordingly. No incumbent vendors or current contractors are identified. The State will provide substantial support infrastructure, including access to agency contacts, Subject Matter Expert coordination, LET formatting standards, and training facilities. Contractors must obtain commercial general liability insurance ($1,000,000 per occurrence), professional liability insurance ($1,000,000), business automobile liability insurance ($1,000,000 per accident), and workers' compensation insurance as required by law.

RFP 26RFP19762 – Questions
Question – Is this project being funded by a state or federal grant, and is there a way to apply for an extension on the grant?
Answer – Yes this project is being funded by a federal grant. Our understanding of the grant is there is an application to request an extension.
Question – Is it possible that the awarded contract could be extended, and if so, for how long?
Answer – The project is being funded through a federal grant, which comes with a defined funding deadline. However, it is our understanding that the grant allows for an extension request through a formal application process. If approved, this would allow us to extend the contract accordingly so that the project timeline aligns with the revised federal funding period.
