About this file

This Response to Offeror Questions document addresses inquiries submitted for RFP #26RFP19762, a Job Task Analysis Professional Services solicitation issued by the South Dakota Division of Criminal Investigation's Office of Law Enforcement Training. The RFP seeks qualified vendors to conduct a comprehensive statewide Job Task Analysis of approximately 2,000+ law enforcement officers across 200+ agencies and translate findings into curriculum content for the Basic Law Enforcement Certification Course. Deliverables include instructor and student guides, visual aids, testing instruments, lesson plans, and curriculum outlines with scenarios and evaluation tools. Key dates include Letters of Intent due April 10, 2026; offeror questions due April 24, 2026 with responses provided April 27, 2026; proposals due May 15, 2026; and an anticipated award decision on May 22, 2026. The contract performance period runs from June 1, 2026, through July 31, 2027, with potential for extension through a formal federal grant extension application process if approved.

The project is funded through a federal grant with a defined funding deadline. While no specific budget or award value is disclosed in available documentation, the contract operates on a fixed-price, deliverable-based pricing structure with all costs including labor, travel, materials, software licenses, and administrative overhead included in the fixed fee. Successful offerors must obtain commercial general liability insurance ($1,000,000 per occurrence), professional liability insurance ($1,000,000), and business automobile liability insurance ($1,000,000 per accident). No set-aside designations, incumbent vendors, or current contractor restrictions are specified in the RFP materials. The State will provide substantial support infrastructure including agency contacts, Subject Matter Expert coordination, LET formatting standards, and access to training facilities at the George S. Mickelson Criminal Justice Center in Pierre.

RFP 26RFP19762 – Questions

Question – Is this project being funded by a state or federal grant, and is there a way to apply for an extension on the grant?

Answer – Yes this project is being funded by a federal grant. Our understanding of the grant is there is an application to request an extension.

Question – Is it possible that the awarded contract could be extended, and if so, for how long?

Answer – The project is being funded through a federal grant, which comes with a defined funding deadline. However, it is our understanding that the grant allows for an extension request through a formal application process. If approved, this would allow us to extend the contract accordingly so that the project timeline aligns with the revised federal funding period.
