About this file
This is a Response to Offeror Questions document for RFP #26RFP19762, issued by the South Dakota Division of Criminal Investigation's Office of Law Enforcement Training (LET). The RFP solicits comprehensive Job Task Analysis (JTA) professional services to analyze approximately 2,000+ law enforcement officers across 200+ agencies statewide. The vendor must identify job tasks by assignment, frequency, and criticality, then translate findings into curriculum content for the Basic Law Enforcement Certification Course, with deliverables including instructor and student guides, visual aids, testing instruments, lesson plans, and project management artifacts. Letters of Intent are due April 10, 2026; offeror questions are due by April 24, 2026 with State responses provided by April 27, 2026; proposals are due May 15, 2026; and an award decision is anticipated for May 22, 2026. Contract performance is scheduled to run from June 1, 2026, through July 31, 2027.
The contract operates on a fixed-price, deliverable-based pricing structure with no specific budget range disclosed. Funding is provided through a federal grant with a defined funding deadline; however, the grant allows for extension requests through a formal application process, which would enable contract extension if approved. No set-aside designations, incumbent vendors, or current contractors are identified in available documentation. Offerors must demonstrate proven experience with large-scale JTA projects in law enforcement contexts, expertise in adult learning and scenario-based training, capacity to engage rural and tribal agencies, and strong project management capabilities. The successful contractor must obtain commercial general liability insurance ($1,000,000 per occurrence), professional liability insurance ($1,000,000), business automobile liability insurance ($1,000,000 per accident), and workers' compensation insurance as required by law. The State will provide substantial support infrastructure including agency contacts, Subject Matter Expert coordination, LET formatting standards, and access to training facilities.

RFP 26RFP19762 – Questions
Question – Is this project being funded by a state or federal grant, and is there a way to apply for an extension on the grant?
Answer – Yes this project is being funded by a federal grant. Our understanding of the grant is there is an application to request an extension.
Question – Is it possible that the awarded contract could be extended, and if so, for how long?
Answer – The project is being funded through a federal grant, which comes with a defined funding deadline. However, it is our understanding that the grant allows for an extension request through a formal application process. If approved, this would allow us to extend the contract accordingly so that the project timeline aligns with the revised federal funding period.
