About this file

This Statement of Work (SOW) details repair, reconditioning, and painting requirements for Automated Surface Observing System (ASOS) Temperature-Dew Aspirators, specifically model S100-2MT4A1A2. The National Weather Service requires contractors to restore aspirator units to "Like New" operating condition, which involves complete disassembly, cleaning, inspection, parts replacement, and repainting. Specific vendor-furnished equipment includes new banana plugs (Abbatron/HH Smith P/N: 145), new fans (EBM-PAPST P/N: 4606X), and paint similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White).

The work involves comprehensive equipment restoration, including electrical and mechanical component inspection, fan replacement, wiring assessment, and reassembly with precise parts sequencing. The contractor must provide a one-year warranty against material workmanship and operational faults, with final acceptance determined by the National Reconditioning Center (NRC) through rigorous inspection and testing. Deliverables include a detailed repair report for each aspirator by serial number, and repaired units must be shipped to the NRC in Grandview, Missouri, packaged to prevent transportation damage. This SOW is related to a pre-solicitation Sources Sought Notice for NEXRAD and ASOS Equipment under the Department of Commerce's National Oceanic and Atmospheric Administration.

Version: November 20, 2024

Description: The Contractor shall repair, recondition and paint the Temperature-Dew Aspirator to "Like New" operating condition, including cosmetic appearance in accordance with National Weather Service specifications. The repair, recondition and paint price shall include the parts, materials, labor, inspection and return shipping necessary to return the Temperature-Dew Aspirator to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition:

1. Supplies: includes but is not limited to raw materials, components, intermediate assemblies, end products, and various supplies.

1. Repair and Reconditioning: As outlined in Description of Work paragraph below.

1. “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.

Government Furnished Equipment: None.

Government Furnished Data: None.

Vendor Furnished Equipment: Vendor will supply all painting materials, new banana plugs (Abbatron / HH Smith P/N: 145) and new fans (EBM-PAPST P/N: 4606X). The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White).

Recommended Equipment and Supplies: None.

Description of Work – Work Procedures: Inspect the S100-2MT4A1A2, Temp-Dew Aspirator for major defects (damaged or cracked housing). If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the Contracting Official with any comments, questions, or concerns.

The following steps may be accomplished in any order deemed necessary by the vendor:

Completely disassemble Aspirator assembly. Note the location and the order sequence of every part removed. It will be critical that during the assembly process the parts are assembled in the correct order ensuring nylon washer are properly installed (preventing metal to metal contact).

Clean parts as needed and remove dents. Strip, prep, prime and paint any painted parts as needed. Care should be taken not to paint any grounding surfaces or authorized labels. Quality should be considered “Like New” and meet NRC Final Acceptance standards.

Inspect electrical wiring, connectors and components for corrosion, physical damage, electrical damage, or excessive discoloration due to overheating. Inspect brackets and welds for breaks and cracks. Repair or replace unacceptable parts as needed.

Replace the fan with specified type (PAPST 4606X model). Fan must be installed with the flow in the correct direction.

Replace the 2 banana jacks and wiring as needed. Ensure all hardware and nylon washers are installed in the correct order.

Reassemble the unit, replacing all missing, corroded, or worn hardware. Care should be taken to install all parts in the correct order. Verify fan spins freely. Ensure lanyard and thumb-screw are present and in good condition.

Apply 115VAC and verify fan spins. Air Flow direction must be from bottom of the aspirator and exhausted out the top, verify complete Temperature-Dew Aspirator unit operational functions.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired, reconditioned and painted units will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in a “Like New” operating condition for example the unit’s paint job, connectors and associated hardware. All connectors and pins will be inspected to ensure no corrosion is present and the correct parts are installed. The NRC’s Inspection Branch will verify units meet both material and operational requirements and test each unit for proper and accurate functionality in the ASOS system and/or a bench test. The Branch will verify new fans and banana plugs have been installed in the Aspirator and the fan is operating properly. Any inspected item that does not meet acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired, reconditioned and painted Temperature-Dew Aspirator, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.

Shipping Address:
