About this file
This is a Requirements document for subsistence delivery to the Federal Transfer Center in Oklahoma City under solicitation 15B51326Q00000005, issued by the Department of Justice Bureau of Prisons. The requirement covers quarterly procurement of dairy, meats, general subsistence, and kosher items for the facility, designated as a 100% small business set-aside with a NAICS code of 311999 (size standard not exceeding 500 employees). Delivery must occur between April 1, 2026, and April 30, 2026, to 7410 S. MacArthur Blvd., Oklahoma City, OK 73169, with deliveries accepted Monday through Friday from 8:00 a.m. to 2:00 p.m., excluding federal holidays.
All items must be delivered palletized and meet strict temperature requirements: non-frozen, perishable foods must arrive between 34°F and 40°F, while frozen foods must be at 0°F or below. Products showing evidence of prior thawing will be refused. The contract is firm-fixed price with FOB destination terms, and awards will be made to responsible offerors based on price, though past performance is weighted approximately equal to price. The Government reserves the right to consider poor past performance, delivery failures, or specification non-compliance as indicators of non-responsibility. Vendors failing to meet delivery schedules or specifications will be removed indefinitely from future awards. Non-conforming items must be picked up by the vendor at their expense within two weeks of notification, or the items will be disposed. Payments for awards at or below $15,000 will be made via Government Purchase Card; awards exceeding $15,000 will be issued as purchase orders payable by EFT.
