About this file

This is a Requirements Statement (Draft) for the procurement of Motorola APX 6000 Series handheld radios in support of HSM-78 operations at Naval Air Station North Island, San Diego. The government seeks 12 APX 6000 VHF Model 2.5 portable radios with associated software, batteries, chargers, and three-year essential service warranties. The technical specifications require radios operating on 700/800 MHz, VHF, and UHF bands with 1000-channel capacity, IP68 water and dust intrusion rating (submersible to 2 meters for 4 hours), MIL-STD-810 environmental standards compliance, rechargeable Li-Ion IMPRES 2 batteries with 2550 mAh capacity, RF output power ranging from 1-6 watts depending on frequency band, three-watt adaptive audio speaker with noise suppression, and encryption algorithms supporting 256-bit AES. All equipment must include ADP software DSP-based crypto and analog operation software capabilities.

The procurement is driven by mission-critical need to replace end-of-life handheld radio equipment currently degrading flight line communications and operational safety. Deliverables include 12 complete radios configured and programmed for immediate operational use, 12 IMPRES 2 batteries, one 6-unit multi-charger, and six desktop single-unit chargers, all strictly new and compliant with federal and Department of Defense communication and interoperability standards. Delivery must be made to HSM-35 at NAS North Island, Building 1477, Room 121, San Diego, CA 92135, within the contract-specified timeframe. Technical points of contact are Mandy Ojo (619-545-7533), Requestor Noah Salazar (619-545-8890), and Alternate POC Juan Bi (619-545-8890).

2.0 DESCRIPTION OF REQUIREMENTS (DOR): HSM-78 OPERATIONS

2.1 General Information

Objective: This Description of Requirements (DOR) defines the minimum requirements for the procurement and delivery of Motorola APX 6000 handheld radio communication equipment in support of HSM-78 operations.

Background & Justification: HSM-35 requires reliable and mission-capable radio communications to support safe and effective flight line operations. Current handheld radio equipment used by flight line personnel, maintenance teams, and Squadron Duty Office personnel has reached end-of-life. Replacing these obsolete systems is mission-critical to ensure safe, effective, and interoperable fixed-base communications.

Mission Impact: Upgrading to the APX 6000 will restore reliable real-time coordination between maintenance personnel and aircrew, resolving degraded communications, improving situational awareness, and mitigating operational risks on the flight line.

2.2 Equipment Requirements

The Contractor shall provide the following hardware, software, and warranty items. All equipment must include ADP software DSP-based crypto and analog operation software capabilities.
