This is a Statement of Requirements for a Quantum Network pluggable 4-channel superconducting nanowire single-photon detector (SNSPD) system to be procured by the National Institute of Standards and Technology (NIST).

NIST seeks to acquire one new commercial 4-channel SNSPD system for quantum network research and metrology operations. The system must operate continuously (24/7) without water cooling, be network-controllable via remote client, and be rack-mountable at 3U height for portability between quantum network nodes. Technical specifications require four SNSPDs with detection efficiency exceeding 80% for wavelengths between 1300-1600 nm, jitter less than 30 picoseconds, no latching, maximum count rates above 10^7 counts/second, and dark count rates of 100 counts per second or less. The system must feature SMF28 fiber connections with E2000 bulk-head connectors and include a Python command library for full system control. Power requirements are limited to 110V/15A without water cooling. Delivery must occur within 20 weeks of award and be FOB Destination to NIST Building 222, Room B219 in Gaithersburg, Maryland. The contractor must provide a firm fixed price quotation for the single line item. Payment terms are Net 30 upon receipt and acceptance of the product. A 12-month OEM standard commercial warranty covering parts and labor is required. No installation or training is needed. The Government reserves the right to conduct performance testing and evaluations. Used, remanufactured, experimental, prototype, or custom items are unacceptable, as are gray market components not authorized for U.S. sale.

STATEMENT OF REQUIREMENTS

Quantum Network pluggable 4-channel superconducting nanowire single-photon detector system

I. Background Information:

The National Institute of Standards and Technology (NIST)/Quantum Information Group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the experimental quantum optics, fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical and experimental methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems.

The Quantum Network pluggable 4-channel superconducting nanowire single-photon detector (SNSPD) system will assist current NIST research in the development of quantum network science and metrology. The system shall be incorporated into the first quantum network metrology node allowing users on the quantum network to dial into the detectors at any time, i.e. continuously (24/7) through the network. This system is anticipated to mark the next steps into the realization of a true plug-and-play quantum network testbed detector system. The system will be the workhorse of detecting quantum network traffic and make available valuable quantum network telemetry data for researchers and users.

The system must be free from experiencing long delays to maintain operation of the metrology node.

II. Purpose:

The purpose of this acquisition is to obtain a Quantum Network pluggable 4-channel SNSPD system that operates continuously 24/7, is efficiently moveable and is quantum network pluggable, i.e. controls and status information are directed through a network.

Place of Performance:

The Place of Performance shall be the contractor’s place of business.

Period of Performance/Delivery Period

Delivery shall occur within 20 weeks after receipt of award (ARO).

III. SPECIFIC REQUIREMENTS

The Contractor shall provide a Quantum Network pluggable 4-channel superconducting nanowire single-photon detector system (SNSPDs) that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.

The Contractor shall provide a Firm Fixed Price Quotation for a Quantum Network pluggable 4-channel superconducting nanowire single-photon detector system, quantity one (1), in accordance with the following:

LINE ITEM (CLIN) 0001:

Description: Quantum Network pluggable 4-channel SNSPDs.

Quantity: One (1) A. Technical Specifications:

a. The Contractor shall provide a system that contains a total of 4 SNSPDs, with the following characteristics and features:

• Four (4) SNSPDs with detection efficiency (fiber input to detector) of >80 % for wavelengths between 1300 nm and 1600 nm, <30 ps FWHM jitter, no latching with maximum countrates of >107 counts/sec and a dark count rate of 100 cps or less.

• Power requirements: The system must operate at 110V/15A without the need for water cooling.

• The system must be able to operate continuously (i.e, 24 hours a day /7 days a week), such that the SNSPDs must be able to detect and generate outputs continuously.)

• The fiber connection to the system must be SMF28 with E2000 bulk-head connector.

• The system must be able to be operated through the quantum network from a remote client, i.e. all system specific functions must be able to be executed from that remote client.

• The contractor must provide a command library to fully control the system using python.

• The SNSPD circuitry must prevent the detectors from latching.

• The detector system cryostat must be rack-mountable and 3U (5.25 inches) in height for mounting into existing racks and moveable between quantum network nodes.

IV. Delivery:

Delivery shall be FOB Destination and shall occur no later than 1 month after receipt of order.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Delivery shall be made to the NIST Shipping and Receiving address identified below. The delivery will then be directed to the equipment’s final destination, also identified below. The final building destination is equipped with a loading dock.

NIST is a controlled-access facility. Therefore, delivery personnel must be a U.S. citizen or a U.S. permanent resident.

V. Installation/Training:

No installation or training is required by the Contractor.

VI. Inspection and Acceptance:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.

The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The scope of general inspection includes:

Structural, mechanical, and electrical evaluation of product An operational evaluation of the detector system Evaluation of the system’s cooling performance

A visual inspection of the detector system will be performed by the NIST Subject Matter Expert (SME) to identify defects or any form of indication that the detector system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the detector system due to defects and/or nonconformance.

The contractor is responsible for latent defects discovered any time after final inspection.

The ownership (title) of the detector system shall transfer to NIST upon acceptance.

VII. Warranty

The contractor shall warrant the entire system for 12 months after delivery in accordance with Original Equipment Manufacturer’s standard commercial item warranty terms and conditions, to include at minimum parts and labor. The warranty shall be in accordance with the terms specified in FAR 52.212-4.

VIII. Payment Schedule

The Contractor will be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice in accordance with the following schedule:

1. 100% after receipt and acceptance of the ordered product(s)

2. The Government anticipates inspection will occur after the testing procedures set forth in this document have been complete and no later than 10 business days after receipt .

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award.

9. OTHER CONSIDERATIONS:

SITE ACCESS AND SECURITY REQUIREMENTS:

NIST is a Federal facility and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. All non-Government employees must be registered with security prior to site access. Non-Government employees, including those with Visitor Passes, must be escorted by Government employees at all times. The Contractor shall notify the COR a minimum of 48 hours prior to site access. Contractor shall provide the COR with first and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a.

Green Card), of all personnel requiring site access. If any individuals are here on a work visa, they must complete a NIST 1260 form and return to the COR. Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Automobile & Personnel Access:

Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 6:00 AM to 5:00 PM EST. Once in possession of a valid NIST badge, workers may enter via the Main Gate and proceed to the project site. Note that all automobiles are subject to a random inspection.

Trucks:

All Trucks are to enter NIST via the gate located at approximately 705 Quince Orchard Rd.

Gaithersburg, MD 20899, between 6:00 AM and 4:30 PM daily. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and tractor center. Trucks arriving at NIST shall be inspected at the Truck Inspection area near Building 301. Any truck which exits NIST will have to be re-inspected upon re-entry. A vehicle dashboard placard will be placed within the truck. Placards change daily.

Equipment Safety Requirements:

Contractor equipment on the NIST campus may not be left in emergency response locations, or other locations pertinent to general safety such as crosswalks, next to campus perimeter fences, areas which may block traffic or exits, etc. Prior to the contract’s start of performance, the Contractor shall furnish a list of equipment that is expected to be left on NIST’s campus during the installation process. The list shall be discussed with the NIST Office of Security to determine locations which meet security requirements and are reasonable for the work to be performed.
