About this file

This is a requirements document specifying delivery and product handling requirements for a bread contract at FCI El Reno, along with its associated solicitation notice. The requirement is for quarterly bread delivery from April 4, 2025 through June 27, 2025, with the solicitation (15B50725Q00000013) to be released around February 10, 2025. The Department of Justice Bureau of Prisons has set this aside as a 100% small business opportunity under NAICS 311812 with a 500-employee size standard.

The delivery specifications require strict temperature controls (34-40°F for non-frozen perishables, 0°F or below for frozen items), with deliveries accepted Monday through Friday between 8:00 AM and 2:00 PM at the elevated 4-foot loading dock. Delivery vehicles must accommodate this requirement. The contract will be firm-fixed price with quotes due by February 24, 2025 at 4:00 PM CST, and award anticipated for February 26, 2025. Payment will be made via Government Purchase Card for awards under $10,000 and by EFT for larger amounts. Past performance will be weighted equally with price in the evaluation, and vendors with poor delivery history may be deemed non-responsible.
