REQUIREMENT DESCRIPTION

INVENTORY LOCATOR SUBSCRIPTION (ILS)

1.0 BACKGROUND: DLA Aviation (DLA–AVN) has a continuing need to be able to locate stock for emergency procurements and other urgent situations. This provides end users the ability to locate active, surplus, or hard to find parts and shelf stock from manufacturers and dealers across the United States.

2.0 OBJECTIVE: Contractor to provide an Inventory Locator Subscription for location and managing parts. This requirement is to support end users with the most advanced Web technology available to ensure rapid data parts information to support DLA–AVN customers and the warfighter 24- hours a day, 7-days a week.

3.0 REQUIREMENTS:

Ability to access website for all DLA–AVN parts, information as stated below:

3.1 Parts Database Access. The contractor shall provide access to a comprehensive centralized database of materials utilized to locate parts necessary to support DLA– AVN that are not available through the Department of Defense supply system. This database will identify manufacturers, their component, and parts suppliers, and/or other sources of material components. The database shall contain, at a minimum:

· U.S. Government Procurement History: View Procurement History sources and prices for current and historic NSN s and instantly link to suppliers who have the needed item in stock.

· View inventory files and cross references inventory availability using Federal stock numbers (NSN) and Part Numbers (PN).

· U.S. Government Technical History: Identify part references and legacy data to ensure accuracy and standardization.

· Vendor and Part Supply History; Identification of vendors Quality Assurance Certifications, Identification of usable and alternate NSNs – NIIN / Parts numbers and I & S (Interchangeability and Substitution). Detailed supplier profiles, contract information and link to supplier catalog. Real time inventory and purchase information. Ability to view manufacturers/companies’ product directories listing.

· Material Condition Codes (with glossary); Certification of material condition; New, Overhauled or As Removed.

· Ability to identify applicability and application to both commercial and military aircraft.

· Vendor CAGE Codes.

· Vendor Names.

· Master Cross Reference Lists, using Manufacturer, Part Number, NSNs, NIINs, Mil–Specs, or model numbers for Domestic and NATO material and/or equipment.

· Major Organizational Entity (MOE) Rule.

· Primary/Secondary Inventory Control Information.

· Acquisition Advice Codes Information.

· Interact with GIDEP / FAA databases to identify and manage obsolescence and counterfeit material avoidance. GIDEP (Government Industry Data Exchange Program) integration and alerts links to suspected counterfeit reports, End of Life notices, and other reported part data managed by GIDEP. The database shall have the ability to interact with GIDEP repository and provide counterfeit alert data, when a user searches for a NSN/part number. In addition, the database shall have a link to the FAA Suspected Unapproved Parts Database and access to overhaul capabilities of FAA repair stations.

· Turbo Link/IHS/Haystack interface.

· View Qualified Government Suppliers (G–lister)

· NATO Part Number Integration –

a. NSNs codified by countries other than the United States.

b. Includes list of countries using the NSN

c. Reference part numbers related to NSNs.

d. Includes certain logistics codes

e. CAGE code detail information

· Ability for all users to send Message Broadcasts and Integrated email.

3.1.1 Access to this database will be by Microsoft’s Internet Explorer version 11 or higher and Mozilla Firefox version 25 or higher. The database shall be accessible without requiring the users to download or install additional software. The database will be available to users 24 hours per day, 7 days per week, and 365 days per year and have phone support. The database will allow users to query for material/parts by use of the following:

· Search by Federal Stock Classes

· Search by Part Number

· Part Search by National Stock Number (NSN)

· Part Search by National Item Identification Number (NIIN)

· Part Search by Commercial Part Number

· Mil–Specs or model numbers

· Part Search by Commercial and Government Entity (CAGE) Code

· Search by Company Name

· Search by Vendor CAGE Codes

· Search by End Item Name

· Wild Card Searches

· Search by Part Description

3.1.2 Database Subscription service and support user locations – seven (7) different DLA–AVN sites as listed below:

· Richmond – users 1335

· Jacksonville – users 106

· Cherry Point – users 121

· North Island San Diego – users 138

· Hill AFB Ogden – users 171

· Tinker AFB Oklahoma – users 269

· Warner Robins – users 130

3.2 Parts Database Training. The contractor shall provide training for users at all DLA–AVN listed sites as needed either on–site and/or by a web exchange. Training will be once a year at a minimum.

4.0 PERIOD OF PERFORMANCE

The period of performance for this requirement is a base period of one year with four, one–year option periods to begin on September 30, 2024.

The Government reserves the right to extend the term of this contract in accordance with the terms and conditions contained in clause 52.217-9, Option to Extend the Term of the Contract. The quality of performance shall be used as a factor in determining whether option periods will be exercised. The Government’s obligation for performance of this contract is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract until funds are made available to the Contracting Officer for performance and until the Contractor received notice of availability, to be confirmed in writing for the contracting office.

5.0 REPRESENTATIONS AND INSTRUCTIONS

By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
