Combined Synopsis/Solicitation Inventory Locator Subscription (ILS)
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Please refer to Solicitation number SP4703-24-Q-0053 when responding to this requirement.
This is a firm-fixed price award. This is an unrestricted procurement. The North American Industry Classification System (NAICS) Code is 519290 and small business size standard is 1,000 employees.
This requirement is to provide an Internet Subscription for location and managing parts. This requirement is to support end users with the most advanced Web technology available to ensure rapid data parts information to support DLA–AVN customers and the warfighter 24-hours a day, 7-days a week. Refer to Requirement Description for further details. Performance period will be a 12-month base period plus four 12-month option periods.
FAR Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The following addendum applies:
- Contractor shall submit a technical approach based on Requirement Description attached.
- Contractor shall use attached Pricing Sheet to submit their pricing for a 12-month base period and four 12-month option periods, total of 5 years.
- Contractor agrees to hold the prices for 90 days of proposal submission
- Proposals shall be marked with the legend “CUI- Source Selection Information – See FAR 2.101 and 3.104.” This includes the quoter’s cover page and each page of the proposal.
FAR Provision FAR 52.212-2, Evaluation-Commercial Products and Commercial Services, is applicable and the following applies:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Technical Capability, 2) Past Performance, and 3) Total Evaluated Price
- The Government is utilizing a Tradeoff evaluation process where Non-Price, technical capability & Past Performance, combined is significantly more important than price. Technical Capability is more important than Past Performance. The Tradeoff process is appropriate when it is in the best interest of the Government to consider award to other than the lowest price proposal or other than the highest technically rated proposal. This process permits tradeoffs among price and non- price factors and allows the Government to accept other than the lowest priced proposal. As the technical merits of the quotes become more equal, price may become the determining factor. The Government's objective is to obtain the highest quality products and services considered necessary to achieve the required objectives.
- Technical proposal will be evaluated for contractor’s complete understanding of the requirement. Technical capability will be evaluated based upon the experience and expertise in meeting or exceeding the requirements identified in the Requirement Description. Contractor shall provide capability and expertise based on experience.
· Past Performance will be evaluated for three aspects to the past performance: recency, relevancy, and quality of the offeror's past performance to determine their confidence level in successfully performing the requirement. The Offeror will be evaluated based on reviews from CPARS, SPRS, and other information available.
- Contracting officer will determine the total evaluated price is fair & reasonable based on one or more of the price analysis techniques under FAR 13.106-3.
- Contracting officer reserves the right to conduct exchanges in accordance with FAR 15.306.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The government reserves the right to award with or without discussions.

The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of contract expiration.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
