About this file

This document is a contract clause excerpt containing two primary sections: an ombudsman procedure and an ozone-depleting substances (ODS) elimination requirement.

The ombudsman section establishes a neutral third-party mechanism for offerors and potential offerors to address concerns about the acquisition. An appointed ombudsman can maintain confidentiality regarding the source of concerns and facilitate resolution without participating in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns with the contracting officer before consulting the ombudsman. For United States Space Force acquisitions (excluding Space Systems Command), the ombudsman contact is the Director of Contracts at the Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) via email at afica.ks.wf@us.af.mil. Unresolved concerns may be escalated to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (Contracting), located at 1060 Air Force Pentagon, Washington DC 20330-1060, with phone (571) 256-2395 and facsimile (571) 256-2431. The ombudsman holds no authority to bind agency decisions, and parties should direct solicitation copies, due date verification, or technical clarification requests to the contracting officer rather than the ombudsman.

The ODS elimination requirement prohibits contractors from providing any service or product containing Class I ozone-depleting substances in specifications, standards, drawings, or other documentation used for testing, operation, or maintenance. Class I ODSs identified for Department of the Air Force policy include specific halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFC-11 through CFC-217 and blends R-500 through R-503), carbon tetrachloride, methyl chloroform, and methyl bromide.
