About this file
This file contains Questions and Answers (Q&A) from a Request for Information (RFI) issued by the 50th Force Support Squadron (50 FSS) at Schriever Space Force Base, Colorado, clarifying specifications for fitness equipment under solicitation FA255026Q0063.
The RFI addresses nine critical clarifications regarding equipment specifications and procurement requirements. Key clarifications include: (1) two distinct Trap Bars are required—one 89"L x 28.5"W x 3"H (60 lb., Army Fitness Test approved) and one 88.5"L x 28.5"W x 9"H (dual-handle design); (2) two Foam Plyo Boxes (20" x 24" x 30") are required, not one; (3) delivery location is confirmed as 120 Voyager Street, Schriever SFB, CO 80912 for FOB Destination shipment; (4) no brand name restrictions apply provided equipment meets stated specifications and is heavy commercial grade; (5) exact dimensions are not mandatory if commercially available equipment has reasonably comparable dimensions and satisfies functional requirements; (6) contractors must provide inside delivery and placement but anchoring is not required; (7) treadmill monitors must be integrated manufacturer-supplied consoles at approximately 24 inches; (8) Army Fitness Test trap bars meeting stated specifications are acceptable without requiring a specific manufacturer; and (9) equipment manufactured in China is not prohibited but subject to Buy American statute price evaluation preferences per FAR Subpart 25.1. The solicitation is a 100% small business set-aside with offers due September 22, 2026, at 1:00 PM Mountain Time, submitted to Mr. Kade Allen and Captain Thomas Owens.

| Question | Answer |
| Trap Bar Requirements – Sections 3.2.6 and 3.2.7. |
The specification lists two separate Trap Bar requirements. Section 3.2.6 requires one Trap Bar measuring 89"L x 28.5"W x 3"H, black, 60 lb., with neutral grips and approval for the Army Fitness Test. Section 3.2.7 requires one Trap Bar measuring 88.5"L x 28.5"W x 9"H, black, with a dual-handle design.
| Please confirm whether the Government intends to purchase two different Trap Bars (one of each configuration), or whether these entries are duplicative and only one Trap Bar is required. | We are requiring one of each. |
| Foam Plyo Box Quantity – Sections 1.2/2.1 versus 3.2.20. |
The introductory requirement and Scope identify two (2) Foam Plyo Boxes, while detailed requirement 3.2.20 identifies one (1) Foam Plyo Box, 20" x 24" x 30".
| Please confirm the required quantity: one (1) or two (2). | We are requiring two plyo boxes. Spec Sheet has been updated. | ||
| Delivery Location. | |||
| The Specification Sheet identifies the Fitness Center delivery address as 120 Voyager St., Schriever SFB, CO 80912. The solicitation schedule identifies a different ship-to location. Please confirm the final physical delivery location vendors should use when calculating FOB Destination freight. | Delivery will be at 120 Voyager St., Schriever SFB, CO 80912 | ||
| Brand Name or Equal / Technical Equivalency. | |||
| The Specification Sheet provides dimensions, colors, and performance features for the required equipment but does not identify specific manufacturers or model numbers. Please confirm whether equipment from any manufacturer is acceptable provided that the offered products meet or exceed all stated salient characteristics and are heavy commercial grade, as required by Section 2.2. | There are no brand name restrictions. | ||
| Dimensional Tolerances. | |||
| Several pieces of equipment are specified with exact dimensions. Please clarify whether these dimensions constitute mandatory exact dimensions or whether commercially available equipment with reasonably comparable dimensions will be considered technically acceptable, provided all required functional/performance characteristics are satisfied. | Reasonably comparable dimensions are acceptable. | ||
| Installation/Assembly Requirements. | |||
| Please confirm whether the requirement is for delivery only, or whether the contractor is responsible for inside delivery, assembly, placement, anchoring, installation, and/or removal of packaging materials at the Fitness Center. | Inside delivery and placement will be required. No anchoring is necessary. | ||
| Treadmill Monitor Requirement. | |||
| The requirement calls for two (2) treadmills with 24-inch monitors. Please confirm whether the monitor must be an integrated manufacturer-supplied console/display and whether a nominal commercial display size (e.g., manufacturer-listed approximately 24") is acceptable. | Monitor must be integrated with the treadmill. | ||
| Army Fitness Test Trap Bar. | |||
| For the Trap Bar identified in Section 3.2.6 as "Approved for Army Fitness Test," please confirm whether the Government requires a particular Army-approved manufacturer/model or whether an equivalent 60-lb. trap/hex bar meeting the stated dimensions, neutral-grip requirement, and applicable Army fitness-test specifications is acceptable. | Meeting the specifications is acceptable. | ||
| Item Naming - Indoor Cycles: Section 1.2 of the Specification Sheet refers to "ten (10) Indoor Platforms," while Section 3.2.1 and the item description reference "Indoor Cycles" with Bluetooth pairing and magnetic resistance. Please confirm the correct item name/description intended for this line so we source the correct product. | Indoor Platforms are not listed in the spec sheet. Clarical error. Please re-review. | ||
| Is the fitness equipment required to be manufactured in the United States? And if not, would equipment of Chinese manufacture be acceptable if that was the lowest-priced bid, or is that prohibited as a country of origin? | 1. | Manufacturing Origin: The solicitation does not strictly mandate that the equipment be manufactured in the United States. | |
| 2. | Evaluation of Foreign End Products: Equipment manufactured in China is not prohibited solely due to its country of origin under RFO 52.225-4. However, the Buy American statute establishes a price evaluation preference for domestic end products. If an offer proposes a foreign end product, an evaluation factor will be applied to the proposed price in accordance with RFO Subpart 25.1 and agency regulations before comparing it to domestic offers. | ||
| 3. | Certification Requirement: Offerors proposing foreign end products must identify them and disclose their country of origin in. All proposed equipment must also comply with all other solicitation specifications. |
