Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a single responsible vendor whose quote demonstrates technical acceptability and the lowest overall total evaluated price. If three or fewer quotes are received, all will be evaluated for technical acceptability; if more than three are received, the three lowest-priced quotes will be evaluated initially, though the Government reserves the right to evaluate additional quotes in order of increasing price. Vendors must submit quotes on the completed Schedule of Supplies or official company letterhead in Word, Excel, or PDF format, including model numbers, unit prices, extended prices, and total prices. T-6A ITD "Cobra Style" Aircraft Flight Control Grips Joint Base San Antonio (JBSA) - Randolph, TX

1. The 502d Contracting Squadron, 395 B. Street West, JBSA-Randolph, TX, 78150, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 as supplemented with additional information included in this notice.

This solicitation is issued as a Request for Quote (RFQ) on SAM.gov.

2. It is the quoter's responsibility to ensure the quote and all the data is complete and in accordance with this RFQ. The Government assumes no responsibility for late or incomplete responses to the RFQ. Late responses will be processed in accordance with FAR 52.212-1(c). The North American Industry Classification System (NAICS) for this requirement is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing, and Product Service Code (PSC) 1680 - Miscellaneous Aircraft Accessories and Components, which has a small business size standard of 1,000 employees. This requirement is being solicited as a 100% Small Business Set-Aside in accordance with the above NAICS.

3. The Government intends to make award based on the initial quote submissions without conducting discussions. Therefore, each quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold discussions if, during the evaluation, it is determined to be in the best interest of the Government, IAW FAR 52.212-1(d). Quoter responses to the discussions will be considered in making the award decision. Discussions may be conducted with one, some or all quoters as the Government is not required to conduct discussions with any and/or all quoters responding to this RFQ.

4. The government will incorporate into the resultant order the attached contract clauses or provisions in order to be compliant with any applicable DoD-unique statutes, regulations, directives, and other requirements (Atch 2).

5. The Government intends to award a Firm-Fixed Price purchase order for eighty (80) "Cobra style" aircraft flight control grips. These grips shall be purchased and delivered to 502nd Trainer Development Squadron Warehouse - 664 A Street West, NW Corner of Building #241 JBSA - Randolph, TX 78150 in accordance with (IAW) the salient characteristics (ATCH 1) and Schedule of Supplies (ATCH 3). Vendor's quote shall include the model number, extended and total prices for the schedule below. If a CLIN item is not separately priced (NSP), please annotate unit price as zero (0) and place "NSP" in the total price column.

*NOTE: Best value determination will be based on a Lowest Price Technically Acceptable (LPTA) approach. For this RFQ, best value means a single award will be made to the contractor whose products are technically acceptable, quotes the lowest overall total evaluated price, and has been determined to be a responsible contractor IAW FAR Part 9.

6. The government will consider the following two (2) factors: Technical and Total Evaluated Price.

Technical Factor - The technical response shall demonstrate compliance with delivery of eighty (80) "Cobra style" aircraft flight control grips as specified in the attached Equipment List (Atch 1), Schedule of Supplies (Atch 3). This technical factor shall be rated acceptable or unacceptable as follows:

Adjectival Rating Description

Acceptable

Quote provides sufficient information to demonstrate the Contractor's ability to provide and deliver the "Cobra style" aircraft flight control grips in accordance with (IAW) the Equipment list (Atch 1) and the Schedule of Supplies (Atch 3).

Unacceptable

Quote does not provide sufficient information to demonstrate Contractor's ability to provide and deliver the "Cobra style" aircraft flight control grips in accordance with (IAW) the Equipment list (Atch 1) and the Schedule of Supplies (Atch 3).

c. Total Evaluated Price Factor. Vendors are required to complete and return the attached Schedule of Supplies (Atch 3) and/or to provide a quote on official company letterhead with the information as outlined on the Schedule of Supplies (Atch 3). The Government will evaluate quotations for award purposes by adding the extended price(s) (quantities multiplied by unit prices) for each item to obtain total evaluated price. The Government intends to award based on initial responses, therefore, you are encouraged to offer your most advantageous pricing to include discounts in the initial response.

If you have any questions, please contact Charles House at charles.house.3@us.af.mil and Sharla Blalock at sharla.blalock@us.af.mil

7. The RFQ close date is 25 March 2026 at 01:00 pm CST.

8. The Government will award a single award resulting from this RFQ to the responsible vendor who meets/complies with all the terms and conditions of the RFQ and whose products are technically acceptable, quotes the lowest overall total evaluated price, and has been determined to be a responsible contractor IAW FAR Part 9.

If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will then evaluate the three (3) lowest priced quotes for Technical Acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability. If additional quotes are evaluated for technical acceptability, they will be evaluated in order of increasing total evaluated price. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ.

9. All documents/attachments submitted in response to the RFQ shall be in Word Document, Excel, or PDF format.

10. Independent consultation with Government Officials concerning the project requirements is prohibited since evaluation of quotations will be based on requirements stated in the Request for Quotation.
