high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the Offeror’s recent/relevant experience record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant experience record is available or the Offeror’s experience record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of experience.

Based on the Offeror’s recent/relevant experience record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence

Price Volume

Vendors are strongly encouraged to offer their most competitive pricing in the submission of their offer for this potential contract. There may be no additional opportunities for vendors to revise contract pricing submissions or offer further discounts prior to the award.

Vendors must provide a unit price and extended price for all items using Attachment 2 - Pricing Exhibit, and Attachment 3-Order 1. Offers received without rates and each items' unit price and extended price will be considered non-conforming and may not be considered for award. Offers submitted in response to this solicitation must be in US Dollar or EURO. Offers submitted in any other currency besides the US Dollar or EURO will NOT be eligible for award.

Basis for Contract Award The Government will evaluate quotes based on price and non-price factors (Technical and Experience). By submission of its Quote, the Offeror complies with all RFQ requirements, including terms and conditions and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being determined unfit for award. Failure of an Offeror to submit its quote in accordance with the date and time deadlines or in the manner specified in the RFQ may result in an unfavorable evaluation and elimination from award consideration. All clauses and provisions included in this RFQ are applicable and must be considered in the quote submission.

Quotes must demonstrate a clear understanding of the nature and scope of the work required.

Failure to provide a realistic, reasonable, and complete quote may reflect a lack of understanding of the requirements and may result in a determination that the vendor is technically unacceptable.

Generally speaking, generic information may receive a lower rating than information well-tailored to the selection factors.

In order to be considered for award, an Offeror shall receive:

• A rating of “Acceptable” for the Technical Approach: Volume I.

• A rating of “Satisfactory” or higher for the Technical Approach Volume II.

Additionally, the Government will consider Risk in accordance with the provision at 252.204- 7024, Notice on the Use of the Supplier Performance Risk System. The Government will consider Supplier Risk as described in the provision. For purposes of this Risk assessment, the Government will only consider information contained in the Supplier Performance Risk System (SPRS). Any questions or concerns the vendor has concerning its SPRS risk assessments should be addressed as described in paragraph (d) of the provision.

The rating will be based on an “Acceptable” / “Unacceptable” basis. The following definitions will be used to assign the rating:

Acceptable: Offeror has a Supplier Risk Score of Green, Purple, Blue, or Black.

Unacceptable: Offeror has a Supplier Risk Score of Yellow, Red, or Grey.

Evaluations will be conducted IAW RFO FAR Part 12. A single contract award will be established with the offeror whose quote represents the Best Value to the Government.

All quotes shall be subject to evaluation by a team of Government evaluators. Award will be made to the quote determined to represent the Best Value to the Government. Best Value means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Subjective judgment against objective criteria is implicit in the evaluation process.

The Government reserves the right to award no contract at all, depending on the quality of the quote(s) submitted.

Offerors are cautioned that award may be made to other than the lowest-priced quote if the Government determines that paying a price premium is warranted based on its evaluation. When non-price factors provide comparable technical merit, the Government will place greater emphasis on price to achieve the best value.
