This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA301621U0181 and is issued as a Request for Quotation (RFQ).
Notice to Offeror: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06 effective 12 Jul 2021 and DFARS change notice 9 Jul 2021.
This purchase is restricted to Small Business concerns. This NAICS code is 334220 – Closed-Circuit Television Equipment and Manufacturing; Size Standard: 1,250 employees.
JBSA Camera CCTV Replacement
This is a requirement for Joint Base San Antonio (JBSA) Closed-Circuit Television (CCTV) Camera Removal, Replacement and Integration as indicated below and in the attached Statement of Objectives (SOO) (Attachment 1).

Any quote, modification, revision, or withdrawal of a quote received after the exact date/time specified herein shall be determined as late and will not be considered unless received before award is finalized, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.
Site Visit. A site visit will be held 7:30 a.m. CT on Friday, 20 August 2021. This will be the only Site Visit held. All vendors will meet the Government POCs, listed above, at Luke East Gate Visitor Center, Lackland AFB, at 7:30 a.m.
CT. Please DO NOT go directly to the site without the Government POCs. If interested in attending, please submit Unescorted Access Request (UAR) (Attachment 3) to the above listed POCs by 2:00 p.m. CT on Monday, 16 August 2021. Submit questions to all contacts listed above by email not later than 3:00 p.m. CT on Wednesday, 25 August 2021.
Note: The “Total Price” must convey all attendant and incidental costs associated with the project. Failure to quote on ALL the requirements of this RFQ will render the quote unacceptable and ineligible for award consideration in the absence of interchanges. Prices must remain valid for at least 60 days from quote due date.

Special Notes and Instructions:
1. This Solicitation is a Total 100% Small Business set-aside. The applicable NAICS is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, size standard is 1,250 employees. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a current small business will not be considered for award.
The following clauses and/or provisions apply to this acquisition and are continued at Attachment 2.
2. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, and addenda applies to this acquisition.
ADDENDUM TO 52.212-1 -- Instructions to Offerors -- Commercial Items FAR 52.212-1 is hereby tailored as follows:
(a) North American Industry Classification System (NAICS) code and small business size standard: The NAICS code is 334220, Closed-Circuit Television Equipment and Manufacturing; Size Standard: 1,250 employees.
(b) Submission of Quotes:
(4) Offers shall include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation. Details of the products offered must meet the Brand Name items as detailed in the attached Statement of Objectives (SOO). Quoted items must meet the requested Brand Name(s) to be considered. Failure to meet the Brand Name requirements shall render the quote as unacceptable.
Proposal Preparation Instructions: All required documentation shall be page numbered. To assure a timely evaluation of your proposal, instructions contained herein must be followed. Proposal must meet all solicitation requirements, including terms and conditions, representations, and certifications.
Additional commercial terms and conditions are not allowed. Taking exception to any provision in the solicitation may render the proposal ineligible for award.
A complete proposal consists of two (2) parts:

3. The provision at 52.212-2, Evaluation-Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used.
ADDENDUM TO 52.212-2, Evaluation – Commercial Items
FAR 52.212-2 is hereby tailored as follows:
(a) Basis for Award: 502d CONS/JBKCA will issue a single firm-fixed-price (FFP) purchase order to the responsible quoter whose quote conforming to the solicitation is determined the best value to the Government. The technically acceptable lowest priced quoter will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria contained in the solicitation.
The following shall be used to evaluate quotes:
(1) Price
(i) The Government will rank quotes in order of lowest total evaluated price (TEP). TEP is the cumulative total of all base and option CLINs in Groups A, B and C in the Schedule of Supplies/Services.
(ii) All quoted prices for all contract options will be evaluated for reasonableness, which may be determined based on prices submitted by competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other analysis techniques. If at any time the contracting officer (CO) cannot determine the quoted price is representative of fair and reasonable prices, even after obtaining additional data from sources other than the Quoter, then the CO shall require the Quoter to submit data other than certified cost or pricing data to support further analysis to the extent necessary for the CO to determine the fair market price of the proposal pursuant to FAR 15.403-3(c).
(iii) The Government may determine that a quote is unacceptable if prices are significantly unbalanced. Unbalanced pricing exists when the price of one or more contract line items or sub line items appears to be significantly overstated or understated as indicated by the application of price analysis techniques.
(2) Technical
(i) If the Government receives three (3) or fewer quotes, all quotes will be evaluated for Technical Acceptability. If more than three (3) are received, the Government will only evaluate the three (3) lowest TEP quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated, they will be selected in the order of lowest TEP.
A purchase order will be issued to the responsible vendor whose quote is the lowest total evaluated price (TEP) among technically acceptable quotes.
(b) Options. The contract will include FAR Clause 52.217-4, Evaluation of Options Exercised at Time of Contract Award.
Evaluation of options shall not obligate the Government to exercise the option(s).
(i) The Government intends to award sequentially as follows, subject to the availability of funds:
Base Only (Group A) or Base and Option 1 (Groups A and B) or Base and Option 1 and Option 2 (Groups A and B and C)
4. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer.
5. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and a statement regarding the addenda is available in Attachment 2.
6. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition and additional FAR clauses cited in the clause applicable to this acquisition are identified in Attachment 2.
7. The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this solicitation.
8. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current. To register or update SAM go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
