Statement of Objective (SOO) Joint Base San Antonio (JBSA)

Access Control Point (ACP) Closed-Circuit Television (CCTV) Camera Refresh 15 August 2021

1.0. SOO: The Government objective is the replacement of identified installed cameras at Access Control Points (ACP) in order to meet Department of the Air Force guidance and requirements. The requirements is prioritized in three (3) groups based on the mission needs of the Government.

2.0. PURPOSE: The purpose of this requirement is to replace/refresh JBSA’s Access Control Point (ACP) CCTV cameras at 22 ACPs. Currently, JBSA has 122 cameras located throughout the three main operating locations, Ft. Sam Houston (FSH), Lackland (LAK), and Randolph (RAN). The intent for this requirement is to replace the 122 non-approved cameras with Air Force (AF) approved cameras listed on the Non-Nuclear Configuration Management Database (CMD) Equipment List (See paragraph 3.1 for a list of cameras) per Air Force Instruction (AFI) 31-101, Integrated Defense, para. 3.6.1.4.2.

In accordance with (IAW) Notice to Airmen (NOTAM) 2020-05-002, Information Technology (IT) Systems Supporting Force Protection Operations, all IT, to include CCTV and associated equipment, are required to have an ATO for continuation of use.

2.1. The Government’s objective is for removal and replacement of existing camera’s identified in Schedule line item 0001. Based on availability of funding, the Government may or may not award Schedule option line items 1001 and/or 1002 identified in the Schedule as option items. The Contracting Officer may exercise the option line items at time of award.

2.1.1 The following are the minimum objective requirements:

(OBJECTIVE 1): Replacement and integration of the cameras listed under Group A.

These cameras are currently functional with working infrastructure and connected to the Video Management System (VMS). The newly installed cameras and the supporting installation standards will be evaluated through the currently installed VMS upon Government Acceptance Testing (GAT). Each installation and associate gates are physically separated from each other. Each camera will display a video signal that terminates at the appropriate Base Defense Operations Center (BDOC).

2.2. The following are the minimum objective requirements:

2.2.1. (OBJECTIVE 2): Replacement and integration of the cameras listed under Group B. These cameras are located at Priority ACPs, but are currently non-functional. These cameras and the supporting installation standards will be evaluated at Government Acceptance Testing (GAT). Each installation and associate gates are physically separated from each other. Each camera will display a video signal that terminates at the appropriate Base Defense Operations Center (BDOC).

2.3.1. (OBJECTIVE 3): Replacement and integration of the cameras listed under Group C. These cameras are located at non-priority ACPs, but are currently non-functional due to unknown reasons. These cameras and the supporting installation standards will be evaluated at Government Acceptance Testing (GAT). Each installation and associate gates are physically separated from each other. Each camera will display a video signal that terminates at the appropriate Base Defense Operations Center (BDOC).

3.0. CURRENT SYSTEM CONFIGURATION: The currently installed cameras are in various states of operation. Please See Attachments 1-3 for each grouping of cameras showing their location, operational status, and whether or not they are analog.

3.1. The government is responsible for determining the operational status of the communication path from the switch to the Base Defense Operations Center (BDOC).

3.2. The following VMSs are currently in use.

4.0. SYSTEM REQUIREMENTS: The government requires Pan-Tilt-Zoom (PTZ) Internet Protocol (IP) cameras and Fixed IP cameras in the quantities listed in Attachments 1-3.

4.1. CAMERAS: All cameras must be selected from the following list extracted from the CMD, dated 28 Jan 2021:

4.2. INFRASTRUCTURE: The entirety of the CCTV system should use existing infrastructure unless lines have been damaged or do not meet acceptable power, video, and/or data transmission requirements. In the event the data line must be replaced from the camera to the nearest switch the replacement line must be dedicated fiber. In case of incompatibility with the assigned switch, replace with compatible line.

4.2.1. The contractor will be responsible for the installation of the camera, any supporting hardware, and wiring from the camera to the nearest internet switch and power panel.

4.2.2. The contractor will coordinate with the Government Point of Contact (POC), to be identified upon award, to tie into the base infrastructure. This includes the switches and power panels. The contractor will conduct any physical connections to these items only after proper coordination. The contractor will report the requests, at least three (3) work days in advance, to the Government POC who will notify the Communication Squadron Program Manager.

4.2.3. The government will be responsible for all infrastructure including, the power panels and internet switches as illustrated in diagram 3.0.

4.2.4. The contractor is responsible for ensuring the offered solution is FIPS compliant.

4.2.5. The cameras listed on the CMD are part of the Integrated Base Defense Security System Authority to Operate (ATO). Contractor will not be required to provide an ATO.

4.2.6. Artificial Intelligence, analytics, and other advanced features are not required.

5.0. INSTALLATION AND INTEGRATION:

5.1. The contractor shall attempt to utilize the existing infrastructure where possible and mount the new cameras at the same location as the cameras being replaced. If a camera cannot be installed at the same location, all new views and locations must be approved by the Government POC. All wiring shall be enclosed in conduit in accordance with (IAW) National Electrical Code (NEC). The cabling shall maintain a professional appearance to maintain the aesthetics of the ACP.

5.2. The contractor shall ensure remote viewing at the BDOC and the seamless integration of the ACP CCTV cameras with the VMSs listed in paragraph 2.2.2.

5.3. The contractor will terminate and commission all supplied equipment.

5.4. All wiring connections will be secreted using standard security connectors that meet standard fire codes for security systems IAW National Electrical Code (NEC).

5.5. The contractor shall label all new wiring and provide a wiring diagram to the Government POC. This diagram will be provided in PDF format for ease of readability.

5.6. If required, the contractor will purchase Small Form Pluggable (SFP) items. These will be sourced from the Department of Defense Information Network (DoDIN) Approved Products List (APL), if applicable.

5.6.1 Contractor will acquire all appropriate licenses and will coordinate with the Government POC for installation and system configuration.

5.6.2 Information Assurance standards will be coordinated by the government through the appropriate Communications Squadron.

5.6.3 The government is responsible for replacement of any switches and junction boxes from the switch to BDOC – See Diagram 3.0.

5.7 The contractor will remove and dispose of all mounting equipment removed during the installation of the new cameras, along with any packaging, debris, etc. created as a result of the installation. Additionally, the contractor shall ensure daily cleanup of the worksite.

5.7.1. Any existing CCTV equipment removed will be returned to the Government POC.

5.7.2 The government will provide the contractor sufficient space to store equipment required for this contract. The contractor will be responsible for safely storing all materials and for the security of their storage site.

6.0. WARRANTY: The contractor shall provide a one year warranty for all work conducted during the installation of the CCTV system starting from successful conclusion of GAT. The warranty will include the following, at a minimum:

6.1. All work done (cameras, mounting, connections, and wiring) to the infrastructure to accommodate the camera. In addition, any work conducted on the VMS (configuration, license installation, etc.) will be covered under workmanship warranty for a period of one year after GAT. Contractor shall provide test results for any segment of cabling replaced during the installation between camera and network switch.

7.0. TRAINING: Contractor will provide onsite familiarization in the operation of the new cameras. The contractor will provide all familiarization materials to ensure the operators get a good understanding on the characteristics of the cameras. The contractor shall provide four (4) Government personnel with the salient characteristics of the cameras installed, manufacturer documentation/operation manuals/pamphlets, troubleshooting training, and report of any troubleshooting needed for installation.

8.0. GOVERNMENT ACCEPTANCE TESTING: Contractor will perform a Contractor Verification Test (CVT) immediately upon completion of each facility. Both the contractor and Government representative will witness this test. The test will be performed IAW AFI 31-101, Integrated Defense that details ESS Test and Turnover procedures and TP-0023, Electronic Security Equipment (ESE) Master Installation Acceptance Test.
