About this file

This Request for Quotation (RFQ) is issued by the National Institute of Standards & Technology (NIST) for the procurement of Luxfer brand aluminum gas cylinders. The solicitation seeks 80 Luxfer non-SGS and optional additional 50 Luxfer SGS or non-SGS empty 30 cu-ft aluminum compressed gas cylinders with packless CGA-660 stainless steel valves, specifically for the Gas Sensing Metrology Group's primary standard materials production. This is a brand-name-only procurement with a small business size standard of 1,200 employees under NAICS code 325120.

The RFQ requires new cylinders with firm-fixed pricing, delivery within 120 calendar days to NIST's Gaithersburg, MD location, and will be evaluated on lowest-priced, technically acceptable quotations. Contractors must provide a Factory Acceptance Test Report and have an active SAM.gov registration. Quotations are due by 9:00 a.m. Eastern Time on 6/30/2025, to be submitted via email to the Contract Specialist. NIST has a unique requirement for gas mixture chemical stability over 10 years, which they assert only Luxfer brand cylinders can meet, making this a specialized procurement targeting specific technical performance standards.

COMBINED SYNOPSIS/SOLICITATION 1333ND25QNB640160

Gas Cylinders

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective 6/11/2025.

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 – Industrial Gas Manufacturing with a small business size standard of 1200 employees.

The National Institute of Standards & Technology (NIST), Material Measurement Laboratory (MML), Gas Sensing Metrology Group (GSMG) is maintaining groups of Primary gas Standard Materials (PSMs). A large amount of PSMs are depleted and GSMG is in urgent need of producing replacement PSMs. GSMG requires Eighty (80) Luxfer non-SGS and, optional maximum of fifty (50) empty (size 30 cu-ft.) Luxfer SGS® or fifty (50) empty additional Luxfer non-SGS aluminum compressed gas cylinders with packless CGA-660 stainless steel valves to make NIST Primary Standard Materials. Cylinders will be filled at NIST.

Responsible quoters shall provide pricing for the following brand name cylinders.

This is a Brand Name Only procurement:

Luxfer Brand Cylinders

NIST requires a cylinder that provides chemical stability of gas mixtures for a minimum of 10 years, as verified by NIST-internal stability measurements. This requirement is exclusive to distributors of Luxfer brand aluminum cylinders. Luxfer brand are the only cylinders that have been studied and demonstrated to meet GSMGs chemical stability requirement. Luxfer cylinders still perform well and the measurements of gas components inside are still stable after 30 years. Luxfer brand cylinders are intended to be used in the preparation of primary standard mixtures with a relative uncertainty of less than 0.1-0.5% relative. GSMG does not have sufficient in-house stability testing of any other brand for analytes of interest at the uncertainly levels required. Due to NISTs unique requirement for long terms stability that far surpasses industry norms, only the Luxfer brand aluminum cylinders are capable of meeting requirements

DELIVERY

The instrument must be delivered within 120 calendar days of award. the instrument will be shipped F.O.B Destination to:
