About this file

This is a specifications document for aluminum gas cylinders required by NIST's Material Measurement Laboratory Gas Sensing Metrology Group (GSMG) to support their Standard Reference Materials (SRMs) and NIST-Traceable Reference Materials (NTRMs) programs. The procurement consists of three line items: 80 empty 30 cu-ft Luxfer NON-SGS aluminum compressed gas cylinders with packless CGA-350 brass valves for carbon monoxide mixtures (7ppm to 16% concentrations), and two separately priced optional line items for up to 50 SGS Luxfer cylinders each and 50 NON-SGS Luxfer cylinders each with CGA-660 stainless steel valves for nitric oxide and sulfur dioxide mixtures (concentrations ranging from 0.7ppm to 5000ppm).

All cylinders must be 30 cu-ft capacity with ¾" tapered threads, prepped and passivated by the vendor to ensure gas mixture stability, and shipped with nitrogen blanket at 30 psig. Delivery is required within 210 days of award to NIST Gaithersburg, MD Building 227 Room B103. The contractor must provide a factory acceptance test report for SME review and acceptance before shipment, detailing the passivation process, pre-loaded gas mixture, and leak test results for each cylinder. A warranty provision requires the contractor to replace any leaking cylinders within 30 days at their expense (excluding shipping) if GSMG's post-delivery leak testing within one year reveals failures.

SPECIFICATIONS

Aluminum Gas Cylinders

I. BACKGROUND

The Material Measurement Laboratory’s Gas Sensing Metrology Group (GSMG) of Chemical Science Division is committed to supporting the gas Standard Reference Materials (SRMs) and NIST-Traceable Reference Materials (NTRMs) programs. A key element of these programs is the accurate determination of the amount-of-substance of carbon monoxide, nitric oxide and sulfur dioxide.

To support the SRM and NTRM programs, GSMG is maintaining groups of Primary gas Standard Materials (PSMs). A great amount of PSMs are depleted and GSMG is in urgent need of producing replacement PSMs.

GSMG requires eighty (80) empty (size 30 cu-ft.) Luxfer non-SGS aluminum compressed gas cylinders with packless CGA-350 brass valves and, a maximum of 100 empty (size 30 cu-ft.)

Luxfer SGS® or NON-SGS aluminum compressed gas cylinders with packless CGA-660 stainless steel valves to make NIST Primary Standard Materials. All cylinders will be filled at NIST.

II. SPECIFICATIONS

The Contractor shall deliver eighty (80) empty (size 30 cy-ft.) Luxfer NON-SGS compressed gas aluminum cylinders with the following specifications:

Item 1. Quantity eighty (80) new, empty Luxfer NON-SGS compressed gas aluminum cylinders (size 30 cu-ft.) with ¾” tapered thread and new Ceodeux packless CGA-350 brass valves.

Cylinders shall be prepped and passivated by vendor to ensure stability of gas mixtures containing carbon monoxide in nitrogen balance. (Carbon monoxide mixture concentrations from 7ppm to 16%, to be filled by NIST). Cylinders to be shipped with a blanket of nitrogen @ 30psig.

III. DELIVERY

Delivery shall be within 210 days of award to NIST Gaithersburg, MD, Building 227 Room B103.

IV. SEPARATELY PRICED LINE ITEMS

1. A maximum of 100 new, empty SGS Luxfer compressed gas aluminum cylinders (size 30 cu-ft) with ¾” tapered threat and new Ceodeux packless CGA 660 stainless steel valves. Cylinders to be prepped and passivated by vendor to ensure stability of gas mixtures containing Nitric oxide / sulfur dioxide in nitrogen balance. (Nitric oxide mixture concentrations from 0.7ppm to 4000ppm, sulfur dioxide mixture concentrations from 3ppm to 5000pm, to be filled by NIST).

Cylinders to be shipped with a blanket of nitrogen @ 30 psig.

2. A maximum of 100 new, empty NON- SGS Luxfer compressed gas aluminum cylinders (size 30 cu-ft) with ¾” tapered threat and new Ceodeux packless CGA 660 stainless steel valves.

Cylinders to be shipped with a blanket of nitrogen @ 30 psig

VI. TESTING & ACCEPTANCE

The Contractor shall provide a factory acceptance test report to the NIST SME for review and acceptance. The Contractor shall not ship cylinders to NIST until after receipt of written acceptance from the NIST SME of the factory acceptance test report.
