About this file

This document is a Request for Consultant Qualifications (RFQ) issued by the Port of Newport in Oregon for the redesign, permitting, mitigation planning, and project management of the Port Dock 7 replacement project. The Port is seeking respondents with expertise in designing marinas and floating docks, permitting in-water construction, project management, incorporating user feedback, and planning eelgrass mitigation. Qualified respondents must submit a Statement of Consultant Qualifications by June 30, 2022, and two or more may be invited to interviews from June 20-27. The Port will select the most qualified respondent based on technical expertise and experience, and negotiate a services contract. The project timeline includes completing permit plans, applications, and renderings by January 31, 2023, followed by final engineering plans and potential construction commencement by November 2024, pending approvals. The selected consultant will be responsible for all planning, engineering, permitting, mitigation, and project management services through construction completion.

The RFQ does not specify pricing terms, set-asides, or funding details. However, it notes that the Port has already approved the budget for the planning phase and that the project may be funded through grants and other sources. The Port intends to move forward with the project but may adjust the timeline to conform to the requirements of any granting agencies or funding sources.

RE: Request for Consultant Qualifications (RFCQ 2022-02) for the Port Dock 7 replacement design, planning, permitting, mitigation planning, and project management

Dear Applicant:

The Port of Newport (PON) invites you to submit a Statement of Consultant Qualifications (SOCQ) to redesign, attain permits which will include design for mitigation projects that may consist of further construction and in-water projects, participate in data collection from Port users, and provide project management services through construction of the new Port Dock 7 in the Newport Commercial Marina. The replacement of the public fishing pier in South Beach may be included in this project as mitigation for the new Port Dock 7.

This is a multi-year project that will be dependent upon appropriation of funding through the construction phase. The Port has already approved the budget for the planning phase of this project. This project may include planning for other changes to other Port infrastructure as needed to support the project.

To receive full consideration and to be invited to submit a final proposal for this work, please submit a Statement of Consultant Qualifications (SOCQ) meeting the submittal requirements as stated in this document by 31 June, 2022 to the following address:

Attn: Aaron Bretz, Director of Operations Port of Newport 600 SE Bay Blvd.

Newport, OR 97365 abretz@portofnewport.com

Requests for Proposals will be provided to the most qualified candidates. We look forward to receiving a SOCQ from you. If you have any questions regarding this request, please contact Aaron Bretz, Director of Operations. [Inquiries should be submitted in writing or via email no later than June 15th.] mailto:abretz@portofnewport.com

Request for Consultant Qualifications 3

BACKGROUND

Port Dock 7 is an extremely important part of the Port of Newport Commercial Marina, but it has reached the end of its service life and is not only in a state of disrepair, but the design is obsolete. The existing dock was built in the 1960’s as a recreational facility that predated the Port of Newport Recreational Marina. The typical commercial vessel of the 1960’s, 70’s and 80’s was able to fit on Port Dock 7, but as the commercial fishing industry has changed, vessel sizes have increased exponentially, and the Port is having significant challenges providing adequate moorage for modern vessels. The Port has created a design concept for the replacement docks that includes expansion and redesign so that the available space in the Commercial Marina can be used efficiently, and to allow additional vessels to come to the Port of Newport. The expansion efforts include mitigation concepts that capitalize on redesign and construction of other Port facilities that are also in need of replacement so that Port Dock 7 can be made larger. The redesign and construction of a new public fishing pier in South Beach is one such project that the Port may use as mitigation and would be part of this project. The Port is currently working with the Army Corps of Engineers on a Section 107 project through the Continuing Authorities Program to provide safe navigation and access by modern fishing vessels to what will be the new Port Dock 7. The Section 107 project is not a part of the Port Dock 7 rebuild contractually, but it will be ongoing through the planning of the new Port Dock 7.

This modernization effort at the Port of Newport will be the largest marina update undertaken since the construction of the South Beach Marina in 1978. The Port is seeking respondents who can undertake all levels of planning, structural engineering, agency consultation, permitting, coordination between related projects, project management, and information collection from Port users, all under the same contract. The initial phase of planning will require permit plans and permit applications as well as renderings for public presentation. The Port will only be contracting for Phase I at this time, but reserves the option to extend the contract up to and including project completion.

SELECTION CRITERIA

The Port’s objective is to effectively and objectively evaluate the direct industry-related experience of all the Statements of Consultant Qualifications submitted in a timely manner. The Statement will be evaluated and scored on a 100‐point total basis using the following criteria:

1. Expertise in designing marinas, floating docks, and piers (preference to commercial facilities).

2. Experience with permitting in-water construction projects, and agency consultation for in-water construction projects (preference to experience with individual consultations with the Army Corps of Engineers for complex projects).

3. Expertise and experience in project management.

4. Expertise in gathering/using data and input from facility users to incorporate into design features.

5. Experience in planning and monitoring eelgrass mitigation projects on the coast.

6. Fee structure and staffing for the project.

Each criterion is worth 20 points with the exception of (4) and (6), which are 10 points each.

Two or more respondents may be invited to interview by phone between June 20th – 27th, 2022.

PON staff will provide the appropriate notice and schedule for interviews. The selection panel will make a recommendation to Port of Newport Commissioners and staff for a final selection of the most qualified respondent based primarily on technical expertise and experience in conducting similar work.

Once the top candidate has been selected, PON staff will negotiate a services contract with the selected candidate.
